BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Bachelor's degree in computer science
or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Developing or selecting processes or tools to test, analyze, and evaluate computer infrastructure; Researching contracts to identify general business practices such as commercial terms and conditions, contract type, contract line items, and incentives; Developing or directing and providing technical guidance in the development of computer software programs to implement these systems; Performing very complex, difficult studies/evaluations on an individual basis or as a team member/project leader responsible for completing defined portions of an overall work effort; Accomplishing professional development and maintaining technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations and participation in formal training programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Must have a mastery level knowledge of DoD and Air Force policies, procedures, guidelines, directives, and techniques related to computer system platforms and support, computer systems and programming, network capabilities, and sustainment; and computer infrastructure designs; and advanced computer languages, software engineering, networks, and operational test and evaluation.
2. Knowledge of the missions, roles, functions, organizational structure, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management.
3. Professional knowledge and skill in the technical functions of computer science, computer/software architecture, mathematics, statistical analysis, modeling and simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures in support of systems acquisition activities, including integrated product development and associated functions (e.g., development, planning, and systems integration).
4. Skillful interacting with multiple computer software applications designed to manage tasks and information systems. 5. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology.
5. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
