ADDITIONAL CONDITIONS OF EMPLOYMENT:
- TARGET POSITION - This is a developmental position. This position may be filled at the GS-07/GS-09 with promotion potential to the GS-11. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Inspection Investigation Enforcement and Compliance Series, 1801.
SPECIALIZED EXPERIENCE FOR GS07: Applicants must have at least one (1) year of specialized experience at the next lower grade
GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the criminal investigative process and skills in fact finding, analysis, and reporting to perform assignments of limited complexity. Knowledge of the principles and concepts; pertinent laws, statutes, and guidelines; precedents decisions and rulings of applicable varied cases investigated; investigative methods and techniques; requirements of various legal jurisdictions; and knowledge of criminal methods of operation.

EDUCATION: Successfully completed 1 full year of graduate level education or superior academic achievement. NOTE: You must submit a copy of your transcripts with your application.

GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, a wide range of complex investigation, enforcement, and/or compliance principles, concepts, and practices; criminal and case law precedents; administrative and legal procedures; requirements of various legal jurisdictions; a broad range of advanced investigative techniques; and practices common to regulated entities and parties sufficient to perform duties, including but not limited to coordinating investigative activities with other Federal, State, and local law enforcement officials; conducting sophisticated surveillance; ensuring criminal cases are supported by evidence; developing supportable cases for presentation and/or prosecution; and conducting investigations where significant difficulties are encountered.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the
GS-05/GS-07/GS-09 level is required to meet the time-in-grade requirements for the
GS-07/GS-09/GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
FOR GS-07 AND GS-09:
- Knowledge of basic principles of the inspection, investigation, enforcement, and/or compliance principles, concepts, and practices, criminal and case law precedents related to natural and cultural resources regulations/law enforcement.
- Skill in communicating factual and procedural information clearly, orally and in writing.
- Ability to learn basic techniques of the classified title.
- Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
- Ability to plan and organize work and consult effectively with co-workers.
FOR GS-11:
- Knowledge of and skill in applying a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices, criminal and case law precedents related to natural and cultural resources regulations/law enforcement.
- Knowledge of broad range of natural resources law enforcement situations with the ability to manage enforcement situations from escalation to dangerous conflicts.
- Skill in strict meticulous accountability for data and/or items, and ability to withstand legal scrutiny.
- Skill in conducting investigations, interviewing fact finding and data analysis; approaching individuals who may be fearful, skeptical or uncooperative during investigation questioning; establishing rapport with different personality types in order to glean appropriate information pertaining to complaints and allegations, and resolve complex problems. Able to deal effectively with others to gain their confidence and cooperation.
- Skill in organizational management and interpersonal relationships required to manage and train volunteers and coordinate program requirements with resources outside Civil Engineering.
- Ability to analyze encroachment or law enforcement activity trends and develop adaptive management techniques, action plans and follow through to correct program deficiencies. Ability to communicate effectively, both orally and in writing and explain conservation regulations to stakeholders, and members of the public.
