Duties

MAJOR DUTIES AND RESPONSIBILITIES

Responsible for preparing cost estimates, establishing timelines on specific projects and establishing and maintaining quality assurance/quality control (QA/QC) for repair and renovation projects as assigned within the Navy Region Mid-Atlantic Morale Welfare. and Recreation Department. Includes minor to major repairs, renovations, and special projects for buildings at all sites from Virginia to Maine. Applicant must be able to travel when required.

Assists in the preparation of Statements of Work (SOW) and provides technical assistance to the design and drafting department to meet specific requirements for projects. Assists with preparing and submitting requests for work permits.

Assists in the planning of jobs by preparing takeoffs, assisting in project design, defining the sequence of operations and completing a total project cost summary to include the estimated costs of labor, equipment, materials, subcontracts, overhead and any other costs involved in completing proposed projects.

On site, provides assistance to field personnel's daily activities to ensure completion of a project on schedule and within budget with quality workmanship that conforms to project plans and specifications. Responsible for preparing construction schedules, identifies and solves problems on jobsites. Assists in maintaining change orders through the duration of a project. Oversees completion of a final punch list for completed projects and ensures red line drawings are submitted to drafting department. Maintains positive relationships with customers, contractors, vendors and other employees. Analyzes completed projects to compare estimated costs to actual costs.

Must have knowledge in every issue related to construction and have the capability to manually complete any activity. Assures that procedures are adhered to, and all appropriate codes are followed. Must have good organizational skills and be able to maintain records of job progress. Must be able to properly assist crew supervisors and quickly resolve on site workmanship and construction issues while maintaining job safety and timely production.

Performs other related duties; as required by the Regional Maintenance Coordinator.

  • The work requires travel, as activities are located on different installations

This position requires the capability to plan, prepare cost estimates and oversee quality control on the renovation and construction of MWR projects.

Applicant must have solid background and work experience within the construction industry.

Must be able to understand plans, contracts and specifications and be knowledgeable about construction methods, materials and regulations.

Familiarity with computers and software programs for job costing, scheduling and estimating is mandatory.

Prior Navy, MWR or military experience preferred.

Must possess documented experience in efficient management of personnel and resources for renovation/repair projects, ability to read and interpret blueprints and drawings accurately, and the ability to communicate effectively verbally and in writing
