Summary

You will serve as a Contract Program Specialist in the Strategic Communication Wing 1 (STRATCOMMWING ONE a.k.a. SCWI), in support of E-6 TACAMO programs and contra t services at STRATCOMMWING ONE.

Duties

  • You will serve as eh Contracting Officer’s Representative (COR) for various contracts and Training Systems Manager.
  • You will be the on-site technical point of contact on training device development, employment and support.
  • You will be liaison with Commanders, Naval Air Forces (CNAF), Naval Air Warfare Center, Training Systems Division (NAWC TSD), and Planned Management Authority (PMA).
  • You will maintain liaison between the Contracting Office and the support requirements owners.
  • You will ensure required funding is available through the Financial Manager.
  • You will provide assistance with Aircrew Training Systems (ATS) technology insertion, modification planning, specification development, deployment, and utilization.
  • You will monitor and evaluate contractor performance including training performed, identified problem areas, resolve difficulties, and make recommendation to command element.
  • You will maintain surveillance of government property and reports deficient conditions to the Contracting Office/Administrative Contracting Officer.
  • You will assist in the planning, direction, and development of ATS requirements.
  • You will assist in acquisition strategy, requests and proposals, statements of work, evaluation criteria, technical proposal reviews and other contracting documents as required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Knowledge, skills and abilities to provide program management, contract administration and technical counsel to superiors and upper management.

Must have knowledge and skill or be able to attain specific training as a Navy Contracting Officer's Technical Representative (COTR) or Navy Contracting Officer's Representative (COR). Qualification and designation as COR.

Experience and broad knowledge and understanding of the entire support system needed to sustain flight crew training operations and maintenance which use complex training systems such as computer-based training systems, flight simulators, and electronic classroom aids.

Knowledge, skills and abilities in the fields of aeronautics, management, contracting, and logistics.

Knowledge and competency with Federal Acquisition Regulations (FAR) arid aircrew training systems. Oral and written communications skills.

Experience using MS Office products (i.e., Word, Excel, PowerPoint).
