You will serve as a CONTRACT SPECIALIST in the Naval Facilities Engineering Command (NAVFAC) of NAVAL FAC ENGR CMD EUROPE SW ASIA.

Duties
- You will integrate procurement data into a financial management database.
- You will oversee contract actions pertaining to the procurement of Construction, Facility Support, and Architect-Engineering Services using various contracting types and techniques.
- You will perform pre-award functions (e.g., determine the type of contract, method of solicitation, proposal evaluation criteria, date of award, resources required from the command) for administration of contracts.
- You will administer orders or contracts by monitoring contract performance, preparing modifications, and determining the necessary course of action to comply with terms and conditions or resolve issues impacting contract performance.
- You will prepare procurement documents (e.g., Acquisition Plans and Source Selection Plans) for contract requirements.

Qualifications
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluate solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; 2) Provide full range of contract actions (e.g. contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations, claims disputes, contract terminations); 3) Interpret and apply relevant laws, regulations, policies, standards, or procedures to specific contracting issues; and 4) Conduct pre-award and post-award contract management for construction, facility support, Architect-Engineering and other services contracts. Additional Information (Continued):
This is a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.
The incumbent is required to complete the Confidential Financial Disclosure Report, OGE Form 450, on an annual basis to report financial interest as well as other interests outside the government.
The incumbent must possess and maintain a valid state driver's license to travel?(to dispersed sites within the local commuting areas, to conduct
studies at various locations, to pick up, transport and deliver mail, etc.).
Physical Demands:
The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there is occasional walking, standing, bending, carrying light items such as reports or files, or driving an automobile. No special physical demands are required to perform the work.

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
If an employee was in the 1102 series in a DoD agency prior to 30 September 2000 and has remained in a DoD agency, there is no positive education requirement.
