Summary

This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will NOT be accepted through this flyer. Duties

  • Serves as contract specialist responsible for pre-award and/or post-award function for superfund, architect/engineer construction and/or supply and service contracts for several activities within the Philadelphia District.
  • Formulates the contracting approach to be taken that will best satisfy the requirement
  • Ensure that the bid schedule is properly structured, prepare solicitation, determine sources to be solicited, conduct pre-bid conferences, and award or recommend award of the contract.
  • Monitor contractors to ensure compliance with performance standards and completion schedules.
  • Plans the procurement action with technical, legal, and contract pricing personnel.
  • Responds to inquiries, including formal protests and congressional inquiries.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to possess and maintain a valid state driver's license.
  • Travel is up to 25% of the time.
  • Requires submission of a Financial Disclosure Statement, OGE 450, at time of entrance into position and annually thereafter.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.A

Qualifications

This announcement uses the DHA for Certain Personnel of the DoD Workforce direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements:

  1. A 4-year course of study leading to a bachelor's degree with a major in any field;

    or

  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.

    Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.


Specialized Experience for GS-07 Level: One year of specialized experience which includes: Experience utilizing contracting principles and procedures applicable to pre-award and/or post-award actions sufficient to procure and/or administer contracts for a variety of specialized equipment, services, and/or construction.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Business, Communications, Computers and Math, Engineering and Technology, Natural Sciences, Social Sciences, Languages and Humanities, Education, or Healthcare Administration. (Note: You must attach a copy of your transcripts.)

OR

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/).

Specialized Experience for GS-09 Level: One year of specialized experience which includes: experience in performing pre-award and/or post award functions on a variety of projects.Experience in negotiated procurements and/or plans the procurement action with technical, legal, and contract pricing personnel.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Communications, Computers and Math, Engineering and Technology, Natural Sciences, Social Sciences, Languages and Humanities, Education, or Health Care Administration.(Note: You must attach a copy of your transcripts.)

Specialized Experience for GS-11 Level: One year of specialized experience which includes: Experience determining the the type of contract best suited to the requirement, develops special clauses and terms and conditions applicable to the solicitation. Experience conducting pre-proposal conferences, receives and evaluates proposals and determines the competitive range in negotiations with one or more offer's, and prepares award documents. Experience responding to inquiries, including formal protests and congressional inquiries.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Communications, Computers and Math, Engineering and Technology, Natural Sciences, Social Sciences, Languages and Humanities, Education, or Health Care Administration. (Note: You must attach a copy of your transcripts.)

Specialized Experience for GS-12 Level: One year of specialized experience which includes: Experience working with more complex procurement actions for pre-award, award and contract administration. Experience serving as a Contracting Officer responsible for all contract administration settlement of claims and any terminations required. Experience monitoring contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports, making periodic visits to the contractors facility or work site, detecting and correcting labor standards violations, taking appropriate action to expedite delivery or performance when required by mission changes.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
