Summary

The selectee for this position will serve as a CONTRACT SPECIALIST in ROICC Darwin, Australia of NAVAL FACILITIES ENGINEERING COMMAND (NAVFAC).

Duties

  • You will analyze price or cost data for pre-award and post award procurement activities of construction and Architect/Engineering, (A/E) contracts.
  • Conduct pre-negotiation conferences to negotiate prices, terms, conditions, contract modifications, and settlements.
  • Negotiate and resolve problems related to procurement planning, source selection, and contract performance.
  • Direct a full range of procurement pre-award and post-awards functions to include drafting and issuing solicitations, negotiations, source selection, contract award, contract modifications and contract closeout.
  • Review contract proposals, acquisition, source solicitation plans, or documents prior to contract pre-award and post-award for regulatory compliance.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

Qualifications

I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector 1) Performing the full range of pre and post award contractual actions required in the procurement of services,
construction, architect/engineering services, or facility support services, utilizing sealed bid, negotiation, and small purchase negotiation procedures; 2) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures; 3) Reviewing procurement requests to assure clarity, adequacy, and completeness; 4) Serving as contractual authority on the acceptability and applicability of contractual matters on contract actions, and provides advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures; and 5) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000, are also exempt from meeting this requirement.

ADDITIONAL INFORMATION
