Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a CONTRACT SPECIALIST (TITLE 5), Position Description Number T0050P01 and is part of the HI 154 MSG, National Guard.

LOCATION: 154th Mission Support Group, Hawaii Air National Guard, Kapolei, Hawaii

Duties

SUMMARY OF DUTIES: The primary purpose of this position is to perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques. Non-competitive promotion to the next higher grade level is dependent upon 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher grade level, 3) fulfillment of all Office Personnel Management (OPM) legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor.

  • Follows established procedures to procure off-the-shelf materials, which are available from numerous commercial sources, and are easily identified by common names for which standard price lists are available.
  • Prepares Request for Quotation (RFQ), Invitation for Bid (IFB) or Request for Proposal (RFP) ensuring that technical descriptions and appropriate provisions and clauses are included.
  • Assists in monitoring contract performance, contract closeout, and if needed, contract termination.
  • Provides advice and assistance to others relating to contracting work and prepares correspondence.
  • Performs other duties as assigned.

GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.

SPECIALIZED EXPERIENCE:
To qualify for the GS-07 position: Must have one year of experience in positions collecting and analyzing data. Experience assisting in business management, financial management, project management, risk management, or supply chain management.

To qualify for the GS-09 position: Must have one year of experience in contracting at the GS-07 grade level that provided exposure to the full scope of contracting and acquisition and a working knowledge in one or more of the following areas: (1) A knowledge of contracting authority and responsibility, (2) Contract principles and knowledge of the Federal Acquisition Regulation, (3) Contractor responsibility standards, (4) Regulatory compliance, (5) Knowledge of Federal supply schedule contracting, and (6) Knowledge of acquisition definitions and applicability. In addition to participating in education and training courses, individuals are expected to develop their required competencies through relevant on-the-job experience, which may include rotational assignments.

To qualify for the GS-11 position: Must have one year of contracting experience at the GS-09 level performing work in the following areas as applicable to the position being filled: (1) Pre-award of contracts related to development of a solicitation. Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, (2) Award of contracts that includes forming a contract, and (3) Post-Award actions to administer the contract. Competencies at the practitioner category emphasize functional specialization in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. Individuals at this category are expected to have and apply journeyman level acquisition-related skills.

NOTES TO CANDIDATES:
a. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

g. Financial Suitability - It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individual's employment experience will be used only to determine the person's qualifications and to assess his or her relative level of knowledge, skills, and abilities. Although an individual's personal conduct may be relevant in any employment decision, including conduct during periods of unemployment or evidence of dishonesty in handling financial matters, financial difficulty that has arisen through no fault of the individual will generally not itself be the basis of an unfavorable suitability or fitness determination.

h. Qualified candidates in the second through sixth categories will be referred in order if there are no qualified applicants in the first through fifth categories.

i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition, prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:

- Dismissal from employment for delinquency or misconduct.
- Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct.
- Intentional false statement or deception or fraud in examination or appointment.
- Habitual use of intoxicating beverages to excess.
- Reasonable doubt as to the loyalty of the person involved to the Government of the United States.
- Any legal or other disqualification which makes the individual unfit for service.
- Lack of United States Citizenship.

j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.

k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position.

m. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice.

n. Current T32 Technicians/T5 employees who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures.

o. T5 Employees/T32 Technicians with permanent tenure will lose their permanent status if selected and will be converted to T5/T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

p. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

q. This position may be filled at the GS-07 or GS-09 grade or the target grade of GS-11. An applicant who is selected at one of the lower grades will have potential for promotion to the target grade of GS-11 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner.

EDUCATION REQUIREMENTS:
Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

Note: The minimum education requirements listed above applies to individuals who initially accessed, promoted, reassigned, changed-to-lower grade or detailed in the NG Title 5 Excepted or Title 32 Dual Status Contracting Program, Occupational series GS-1102, as of the effective date of this qualification standard.

CONDITIONS OF EMPLOYMENT & NOTES:
1. May be required to travel by military or commercial aircraft in the performance of TDY assignments.

2. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

3. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

4. The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

5. Contracting certification must be met IAW DoDI 5000.66

6. The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66

7. In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

8. The incumbent must obtain and maintain a secret security clearance.

9. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).

OTHER REQUIREMENTS:
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
