Duties

Serves as a Coordinated Community Response (CCR) expert, taking part in the planning, direction, operation, control, and coordination of programs and policies addressing the needs of Service Members and their families, targeting the response to child abuse and neglect and domestic abuse/intimate partner violence. The incumbent is the primary HQ Point of Contact (POC) for CCR policy development, oversight of Installation CCR, and analysis of Service Member and family issues within the Department of Defense (DoD), including those areas under the purview of the Office of the Under Secretary of Defense (USD) (Personnel & Readiness) (P&R). The incumbent coordinates responses between Behavioral Programs Branch and Marine and Reserve Affairs (M&RA) leadership, Congress, Department of Navy (DON), DoD, Requests for Information (RFI), Government Accountability Office (GAO) recommendations, and other Federal agency executive-level taskers and policy documents. The incumbent manages revisions and updates to Standard Operating Procedures (SOP), Marine Administrative Messages (MARADMIN), and USMC policies, providing related guidance to the Installation CCR Manager for overall adherence and compliance. The incumbent participates in audits or reviews of program compliance as required.

Refines Standard Operating Procedures and response protocols to align with DoD policies and facilitates consistent messaging and corresponding materials for victim services. Evaluates assigned programs for effectiveness and potential efficiencies based on joint service initiatives and/or federal partnership opportunities. Conducts assessments and reviews of program activities to determine effectiveness and recommends solutions for any identified gaps. Prepares and presents detailed reports, including data analysis, program outcomes, and proposed recommendations to leadership. Works closely with data and analysis team members to evaluate metrics and trends related to Service Member and family incidents of child abuse and neglect and domestic abuse within the DoD. Maintains a high level of awareness of program and regulatory requirements, legislation, management principles, and the application of research and technology to programs involved in addressing family violence.

Assists with the preparation and execution of the Department of Navy Fatality Review process. Tracks fatalities known or suspected to be related to child abuse or domestic abuse. Collects and organizes appropriate information for the review committee while maintaining strict confidentiality. Presents information at the annual review and summit.

Serves as a HQ POC for program-related inquiries and provides timely responses to stakeholders. Acts as a liaison with the installation CCR Managers, installation stakeholders, and USD P&R to enhance CCR prevention and response efforts. Coordinates training and provides educational services to inform installation stakeholders about the CCR and the range of services it offers. Conducts on-site quality assurance reviews and evaluation of CCR implementation to monitor progress towards strategic goals. This role is essential in contributing to continuous process improvement and ensuring that the CCR program operates effectively and meets the needs of the military community. Supports the planning, execution, and monitoring of programs to ensure milestones are met on time and within budget. Tracks program deliverables, timelines, and key performance indicators (KPIs) to ensure the successful completion of projects. Coordinates and communicates with various departments and stakeholders to ensure smooth program operation.

Prepares correspondence, briefs, action documents, routing sheets, information papers, and slide presentations for use by management officials. Prepares supporting documentation for presentations and proposals and represents CCR at meetings and briefings as they relate to administrative and policy, planning, and strategy development. Keeps abreast of local, national, and Marine Corps behavioral health developments that may be contributing factors to family violence.

This is a white-collar position where occasional lifting up to 20 lbs. may be required.

Qualifications

In accordance with Department of Defense Instruction (DoDI) 6400.01, applicants must have at a minimum:

Master¿s or Doctoral-level human service and/or mental health professional degree from an accredited university or college AND a licensure in good standing by a state or national regulatory board in either social work, psychology, counseling, or marriage and family therapy that authorizes independent clinical practice. Applicants must provide a photocopy of licensure with their application. AND Two years¿ post-licensure experience in child abuse and domestic abuse counseling or treatment.

Experience that demonstrates knowledge of and skills to serve as a Program Analyst for the CCR Program. Experience in working with multidisciplinary or cross-functional teams and awareness of best practices in interdisciplinary collaboration.

Skills to: develop, coordinate, recommend and review program standards and policies to enhance support and programming that strengthens client safety, offender accountability, and stakeholder collaborations. Strong verbal and written communications skills for liaising with various stakeholders. Diplomacy and emotional intelligence to handle team dynamics. Proficiency in planning, scheduling, and task management. Critical thinking and ability to assess complex situations and problem solve.

Applicants must be able to meet credentialing standards as a Tier III in accordance with Secretary of Navy Instruction 1754.7A.
