Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a COST ACCOUNTANT, Position Description Number D2373P01 and is part of the CO USPFO, National Guard.

Duties

The primary purpose of this position is to serve as a Cost Accountant in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position leading to the full performance position description D2372P01, Cost Accountant, GS-0510-11. All training must be completed, and regulatory requirements met prior to non-competitive promotion.

Cost Accounting: The incumbent will analyze, examine, and interpret accounting data, records, and reports to determine past costs, identify improperly recorded costs, and reallocate cost to ensure they are recorded in proper cost structure. Incumbent will utilize GFEBS to inform managers of the cost of performing various functions associate with Service Level Agreements (SLA) and Service Support Programs (SSP) and assist them in using their funds in a more cost efficient and cost-effective manner in support of their goals.

Managerial Accounting: Provides accounting advice and recommendations to program managers and the installation staff. Determines, selects, organizes, and analyzes appropriate data for the effectiveness and/or efficiency of operations for use in executing performance measurements. Interprets financial management policy and provides guidance to staff elements. Identifies, monitors and reports trends and performance measurements that will aid managers in making financial management decisions.

Plans, coordinates, and performs comprehensive reviews, special studies, and selective internal examinations of USPFO functions pertaining to cost management environment under the General Fund Enterprise Business System (GFEBS) and its interfacing feeder systems (STANFINS/AFCOS, SPS, DTS, DCPS, GCSS-A, ODS, FCM, IATS). Conducts detailed analysis on Interfacing System Information Documents (IDOCs) and takes corrective action to ensure proper system master data allows for proper interfacing. Confers with representatives of other local offices/directorates to resolve USPFO problems associated with improper cost management attributable to functions under their jurisdiction.

Qualifications

THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

1. Specialized experience will be used to determine qualifications for the announced position.

Must have at least 12 months of Specialized Experience in each of the following:
1. Experience working with or knowledge of the principles, concepts, and theories of cost accountant, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
2. Experience working with or knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
3. Experience working with or knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
4. Experience in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
5. The ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management.
6. The ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.

Education

Basic Requirements

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
