Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-1212-grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing clinical counseling services to include assessment/diagnosis, treatment planning, short-term solution focused counseling, critical incident response, and coordination of social services;2) Facilitating services for a family advocacy program including prevention, reporting, assessment, intervention, case management, treatment, consultation, and community partnerships for child abuse/neglect or spouse abuse;3) Planning techniques to provide prevention or intervention to isolated incidents, stress management, and suicide intervention; and4) Directing use of resources to ensure delivery of counseling or advocacy programs and services. Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
A behavioral or social science degree, or a degree in a related discipline appropriate to the position being filled,

A combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Four years of appropriate experience that demonstrates knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Additional Information (Continued):
Position requires a successful Access National Agency Check Investigation (ANACI) and childcare background check via the SF-86 Security Form.
Must have a current State license or State certification that provides legal authority to provide clinical serves as an independent practitioner.
Pay retention will be extended to eligible Department of Defense (DOD) employee(s) who apply through a formal recruitment program and are selected for a position at an overseas location.
Must have:
A minimum of two years full-time, post licensure clinical experience in a clinical setting. A minimum of one-year post-masters clinical experience in the assessment and treatment of child abuse/neglect and/or spouse abuse.
A minimum of two years full-time, post-masters supervised clinical experience.
A master's degree in social work from a school accredited by the Council on social Work Education or equivalent degree; or a master's degree in Marriage and Family Therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education or
equivalent degree: or a Doctoral degree in Psychology from a program accredited by the American Psychological Association or equivalent degree.
PHYSICAL DEMANDS
Physical demands include walking, standing, and sitting for moderate periods of time. The incumbent must be sufficiently mobile to make site visits to military and civilian facilities throughout the region and to undertake frequent travel for assist visits, working groups, conferences, and accreditation support.
WORK ENVIRONMENT
Work is conducted primarily in a typical office environment but travel to other military and civilian locations Navy-wide is frequently required. This
includes remote sites and austere locations.
Other duties assigned include:
Provides technical, clinical and administrative oversight and management for all aspects of Counseling and Advocacy services (including services in Clinical Counseling, FAP, SAPR, Victim Advocacy Critical Incident Intervention, and NPSHVP).
Ensures comprehensive, coordinated, and effective service in compliance with legislation, governing instructions, policies, and standards.
Serves as the technical advisor and subject matter expert to the Regional FFSP Program Director, other regional personnel, and FFSP personnel regarding Counseling and Advocacy services.
Interprets and assists implementation of laws, instruction, policies, procedures, accreditation standards, and clinical practice standards at the FFSP throughout the region.
Develops technical data, statistics, and analyses for the Regional FFSP PD and higher authority.
Implements credentials reviews and privileging procedures and an ongoing QA program including records audits, clinical care reviews, client/command surveys, clinical supervision and consultation.
Ensures maintenance of Individual Credentials Files and Individual Professional Files in accordance with instructional/policy requirements.
Conducts, sponsors, and/or coordinates clinical and technical training for the FFSP Counseling and Advocacy personnel on the policies, procedure, skills, and knowledge needed to provide services in compliance with requirements and standards.
Maintains ongoing coordination and collaboration with other regional Program Services Managers and FFSP personnel to address regional and Base Counseling and Advocacy service issues and community support issues.
Serve as regional liaison with CNIC for Counseling and Advocacy matters.
Disseminates information from higher authority to Counseling and Advocacy personnel within the region and provides regional input to higher authority.
