- This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
- May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
- YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and understanding of Counter Narcotics (CN) and Transnational Threats to include organizations and agency current missions, capabilities, organization and operations to ensure effective integration of CTN/CN operational requirements.; Knowledge of strategy, policy, doctrine, and traditional combatant command activities as they apply to Joint Staff planning and processes for CN/CTOC missions; Knowledge of military air, land, maritime concepts and principles; DOD military command and control operations, command and control of air, land, and maritime forces, geographical areas of responsibility as pertains to the Geographical Combatant Commands, air, land, and maritime combat operations at both the operational and strategic levels of war.
SPECIALIZED EXPERIENCE GS-13: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes master knowledge and understanding of Counter Narcotics (CN) and Transnational Threats to include organizations and agency current missions, capabilities, organization and operations to ensure effective integration of CTN/CN operational requirements. Ability to lead a large, highly diverse group of mid to senior level military/employees from a wide spectrum of private, federal agencies, bureaus, departments, and various levels of government including state and local. Leadership must be exhibited in an environment of competing agency interests, loyalties, and agendas, and must be exercised with extraordinary diligence and sensitivity, as the incumbent holds no supervisory authority in the traditional sense. In this environment the incumbent must find a way to get this diverse group to work together effectively and productively to achieve the goals and objectives of interagency coordination and cooperation. Master knowledge of military air, land, maritime concepts and principles; DOD military command and control operations, command and control of air, land, and maritime forces, geographical areas of responsibility as pertains to the Geographical Combatant Commands, air, land, and maritime combat operations at both the operational and strategic levels of war.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the
GS-11 level is required to meet the time-in-grade requirements for the
GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
For GS 12/13
- Experience and skill in leading, facilitating and managing significant numbers of staff members who must work together to establish processes and procedures for dealing with a wide-range of CN/CTOC issues. Staff members come from a variety of agencies, departments, bureaus in and outside of DOD and the federal service, and who tend to bring with them a wide array of competing interests and agendas.
- Knowledge of the roles and organization of DOD Agencies, Services, combatant commands, and involved federal, state and local agencies, including the National Guard.
- Knowledge of Joint Operation Planning and Execution System (JOPES), Adaptive Planning and Execution (APEX); Knowledge of the National, DOD, and Joint Staff strategic planning documents and development processes.
- Thorough knowledge of CN/CTPC policy and doctrine; Joint force policies and procedures; DOD, Service and Joint organizational structures; national intelligence organizations, other pertinent interagency organizations such as the Department of Homeland Security, Department of Justice, U.S. Drug Enforcement Agency, U.S. Department of Treasury, US Coast Guard, etc.
- Ability to analyze information, reaches quick and appropriate decisions, and effectively resolves problems. Identify unique customer needs, tailor plans and strategies and implement action within established policy; Knowledge of, and ability to interpret, federal laws, government regulations, executive orders, agency rules associated with CN & CTOC, including procedures, guidelines, and precedents.
- Skill in articulating programs, procedures, and policies clearly and concisely in written and oral communication.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
