Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
This is a non-competitive opportunity (e.g. Lateral transfer). No promotion potential exists beyond the highest grade you have held permanently within the Federal service.
Applicants applying for the GS-9 grade level must have specialized experience equivalent to the GS-7 level.
Specialized experience statement for GS-09:
- Experience evaluating information pertinent to criminal, civil or administrative investigations.
- Experience in conducting surveillance.
- Experience in developing informants.
- Experience interviewing witnesses.
- Experience in planning, organizing, and conducting routine criminal investigations.
- Experience writing reports of findings.
OR
B. Have a Master’s. or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree in the fields of finance, accounting, computer science, business administration, journalism, languages, or forensic science or a LL.B or J.D. from an accredited college or university.
Applicants applying for the GS-11 grade level must have specialized experience equivalent to the GS-9 level.

- Experience planning, organizing, and conducting routine criminal investigations with minimal supervision.
- Experience in assisting with interviewing witnesses.
- Experience in assisting with the development of informants
- Experience in assisting in conducting surveillance.
- Experience testifying in court and/or administrative hearings.
- Experience writing detailed reports of findings.
- Experience in assisting with evaluating information provided by informants.
OR
B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in the fields of finance, accounting, computer science, business administration, journalism, languages, or forensic science or LL.M. from an accredited college or university.
