Summary

This position is at the National Credit Union Administration (NCUA) in the Office of Examination and Insurance. This position serves as an Information Systems Officer and is responsible for developing policies and procedures, and monitoring information systems examination activities, as they relate to credit unions.

Duties

As an Information Systems Officer, you will:

  • Monitor NCUA information systems examination procedures and techniques for federally insured credit unions and vendors.
  • Perform information system and technology examinations of complex credit unions and vendors, as directed to ascertain overall risk in the credit union system.
  • The examinations include an assessment of the operational controls; the security of systems and information; and management oversight.
  • Develop a national training curriculum that provides necessary training to agency staff, including information system and technology subject matter experts and Regional Information System Officers.
  • Plan, develop, revise, maintain, and present technical supervision and examination-related training programs and material for agency staff, and state employees.
  • Provide technical direction to and coordination of assigned responsibilities related to the NCUA information systems examination program.
  • Represent the Agency on Federal Financial Institution Examination Council (FFIEC) committees to develop joint policy and guidance on information systems and critical infrastructure matters.
  • Work independently and closely with all offices of interest to develop, revise, and maintain the manuals, guides, bulletins, instructions, interpretive rulings and similar advisories used by examiners and credit unions in the area(s) of information systems.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

All applicants applying for the CU-13 level must have at least one full year of specialized experience equivalent to the CU/GS-12 level obtained in the private or public sector. Specialized experience for this position is defined as experience in all of the following:

1. Assessing information security systems for risk management and vulnerability;
2. Utilizing an existing information systems program to assess a financial institution's information security program; and
3. Providing training on information security or cybersecurity systems.

All applicants applying for the CU-14 level must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the private or public sector. Specialized experience for this position is defined as experience in all of the following:

Utilizing qualitative and quantitative data analysis methods to:
1. Assess information security systems for risk management and vulnerability;
2. Develop an information security program or system for the assessment or auditing of a financial institution's cybersecurity program;
3. Develop training on information security or cybersecurity systems; and
4. Monitor information security systems to ensure agency or organization compliance with federal financial regulatory policies and procedures.

Career Ladder Promotion: If you are selected at the lower grade level advertised in this announcement, you may be noncompetitively promoted to the next grade level in accordance with OPM regulations and NCUA policies.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy. The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 16.32% for the Rest of the U.S. (RUS) geographical area. Actual salary will be determined upon the location of the selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied. The locality rates, by location, can be found on the NCUA Careers webpage under the Salary Information section.
