Summary

The YF programs enable Navy families to balance the competing demands of family life and military readiness by providing rewarding opportunities for youth to be physically active and exposed to positive lifestyle behaviors. This position will plan, organize and provide a year-round supervised youth sports and fitness program including the social, recreational and educational program components for participating youth in the primary age groups of 3-5 years of age and 6-18 years of age.

Duties

Programming

  • Develops daily activity plans meeting for meeting the Navy YF core service area requirements.
  • Develops and maintains a monthly calendar of all youth fitness and sports activities and events.
  • Maintains appropriate records and reports of participation, payments, and permission slips.
  • Ensures the principles, administration, rules and regulations of the youth fitness and sports program are consistent with those of the National Association for Youth Sports (NAYS) or other affiliated organization.
  • Performs the duties as NAYS Chapter Director and ensures all coaches, officials and other related direct program support personnel are trained and have appropriate credentials.
  • Develops, organizes and conducts supplemental YF activities based on the expressed and observed needs and interests of patrons such as special events tournaments, and trips necessary to support related activities which may include parents and other family members.
  • These arrangements for off base YF services could include Commercial Sponsorships and development of the necessary criteria for future contracted services.
  • Utilizes on-base resources whenever possible, collaborates with other military installations in planning regional teen, fitness and sports activities, as applicable, and where available within the local community coordinates with area programs that offer these programs, such as the local running club, BGCA, 4H, YMCA, Parks and Recreation, etc.

Indoor/Outdoor Environment

  • Ensures space is available and adequate to meet all programming needs and is reflective of and inviting to program participants and spectators.
  • Verifies the safe and proper conditions of all fields, courts, facilities, areas and grounds utilized by the YF program. Coordinates for field maintenance.
  • Prepares the program space for scheduled activities and ensures all safety requirements are met prior to use of the area, to ensure recurring scheduled and/or immediate repairs and maintenance services are performed to meet both safety and program activity specifics.
  • The employee conducts simultaneous indoor and outdoor activities with on/off-base activities as required to meet patron demand necessary to provide all core YF programs.
  • Ensures YF program compliance to all fire, safety and security rules and regulations.

Interactions and Relationships

  • Interacts professionally with employees, parents, volunteers and local installation command personnel.
  • Participates actively and positively in managing and resolving issues with parents, volunteers and/or employees.
  • Uses appropriate child and youth guidance techniques that encourages positive social interactions, promotes conflict resolution, and develops self-control, self-motivation and self-esteem.
  • Administers a Parent Education Program for sports.
  • Provides care and supervision, oversight, and accountability for program participants in compliance with local policies, guidance, and standards.
  • Supervises fitness and sports activities and enforces rules and regulations concerning dress, conduct, and equipment and game rules.

Supervision of Children and Youth

  • Provides care and supervision, oversight, and accountability for program participants in compliance with Navy YF program and local policies, guidance, and standards.
  • Supervises youth fitness and sports activities and enforces rules and regulations concerning dress, conduct, and equipment and game rules.

Outreach

  • Publicizes upcoming YF program events and activities and ensures that opportunities offered in the community are communicated and shared with families.
  • Assists in the development of a youth sponsorship program to identify and integrate dependent youth of DoN military personnel who are new to the installation to include outreach, newcomer orientation, and peer-to-peer opportunities.
  • Visits locals housing areas to make contact with teens in order to encourage their participation in the teen program.
  • Assists children and youth transferring into the area to locate the resources they need to continue pursuing their sports and fitness interests either on-base or through local resources.
  • Arranges for the use of other community facilities, supplies and services, etc., necessary to meet the YF program standards.
  • These arrangements for off-base YF services could include Commercial Sponsorships and development of the necessary criteria for future contracted services.
  • Within established Navy CYP policy and objectives, plans the YF program.
Additional Responsibilities
  • In the absence of the Youth Director, incumbent may assume responsibilities and perform duties and requirements of the position under supervision of CYP Director with Oversight.
  • Assists in preparation of grant applications for additional funding.
  • Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
Performs other duties as assigned.

Conditions of Employment

  • This position may be a Test Designated Position (TDP). The incumbent of this position may be subject to and must consent to pre-employment and random drug testing.
  • Must satisfactorily complete all background checks for child care positions, including fingerprint checks, a Tier 1 with Child Care check, Tier 3 if applicable, and a State Criminal History Repository (SCHR) check.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must pass a pre-employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases.
  • Must successfully obtain and maintain appropriate security clearance as needed.
  • Ability to complete required training certificates, and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of DoD's Child and Youth Programs.
  • Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.

Qualifications

A qualified candidate possesses the following:

  • Knowledge of youth recreational, sports and fitness concepts, theories and principles.
  • Knowledge of a variety of NAYS national standards as they apply to youth fitness and sports activities for children and youth.
  • Ability to competently and independently carry out continuing YF projects or programs through proper application of the principles, concepts, and techniques of youth sports and fitness to the specific needs of a military community.
  • Knowledge of the range of activities and services, of participant interests and needs, and of the methods and processes involved in a military YF program, that enable the employee to plan and conduct a variety of enhanced activities and services.
  • Skill in planning and carrying out a military YF program which meets, as fully as possible, the needs of the participating community.
  • Skill in effectively organizing and utilizing all available resources within the program framework.
  • Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
  • Ability to lead, supervise, and interact with youth and teens.
  • Ability to safeguard and account for monies and other related YF program resources.

Education

A qualified candidate possess one of the following:

A minimum of a 4-year degree in Youth Recreation, Physical Education, Youth Development, or other related degree as appropriate is preferred AND 3 years of full time experience working with children and/or youth

OR A Master's degree in the related field of study AND minimum of 1 year professional experience working with children or youth.

OR Experience that demonstrates the ability to plan, organize, coordinate, supervise, or evaluate youth fitness, recreation, and sports programs AND 3 years of full time experience working with children and/or youth.

All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.

Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.

Non-U.S. citizens with fewer than three years of recent residential history in the U.S. may be determined ineligible for employment.
