Duties

The incumbent serves as Resource and Referral Technician (R&R) within the Child Development Center (CDC). Serves as primary point of contact for parents and guardians for information about military and civilian childcare services on and near the installation. Ensures that information about childcare options is available to military and Department of Defense (DoD) personnel assigned to the military installation within the incumbent¿s area of responsibility.  Ensures that accurate database information on sponsor¿s rank, duty station, family status, number and age of children, type of care needed, all contacts made, action taken, and necessary follow-up.

Independently responds to multifaceted inquiries from Units or individuals seeking care, CDC staff, providers, and patrons based on acquired knowledge of developmentally appropriate practices and programs, and operations.  Ensures that administrative functions are adequately carried out, reports submitted correspondence answered and files maintained.

Provides advice, guidance or instruction to employees on both work and administrative matters.  Monitors the availability of spaces in the Child Development Center. Assists patrons with obtaining various services.  Responds to routine and non-routine requests for information concerning Children. 

Assist with coordination of the Special Needs Evaluation and Review Team to make accommodations necessary for a child with special needs to participate in CDC Programs and determines the most appropriate placement for the child.  Serves as the first point of contact for parents seeking developmental or recreational care.  Screens, evaluates and refers parents based on information supplied by the parent and knowledge of developmentally appropriate practices.  Evaluates and Processes paperwork for the Central Registration System ensuring patrons have the proper documentation needed for the process.  Explains DoD requirements to patrons and notifies them of inadequate submissions. Maintains and up-date materials required for the central registration process to ensure accuracy and program compliance.

Coordinates and manages the online centralized request for care system to include management of program waitlist and vacancies.  Responds to childcare inquiries received by phone, email or in person from military families and those being assigned to the installation in the near future.  Responsible for conducting assessments of family needs (e.g. work schedules, upcoming deployments, geographical location, specialized care needed), identifying resources that will satisfy those needs, assistance in enrollment, and financial subsidies and providing ongoing consultation and education to patrons regarding care on and off base.  Develops, implements and updates operating instructions and procedures on (1) conducting and tracking parent consultations, (2) managing the CYP electronic records management system and updating resource materials, (3) networking within the community to maximize availability of resources for military personnel, (4) providing direct referral assistance to parents in the form of written materials, (5) providing information on space available in Child Development Centers (CDCs), (6) maintaining contact with parents until satisfactory care has been found and secured, (7) receiving, handling and following up on complaints and grievances, (8) promoting the CYP R&R Program throughout the military community to maintain awareness of the services, (9) maintaining an administrative system for the CYP R&R Program that enables provision of services and assessment of program effectiveness.  Collects and compiles data used in the resource and referral program. Ensures databases are up-to-date and statistical date is accurate.  Assists in compiling HQMC directed reports and other reports as required. 

This is a white-collar position where occasional lifting up to 20 lbs. may be required.

Qualifications

Bachelor¿s degree in early childhood development or a related educational field appropriate to the work of position.

An appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, 

or 

Three yearsof practical experience demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.  Knowledge of a wide range of principles, techniques and professional early childhood education, concepts, principles and theories, as would be gained through broad experience in planning and conducting child development programs.  Knowledge of military Children, Youth and Teens programs or military family programs is preferred.   Knowledge of administrative support functions.  Knowledge of general office automation software, practices and procedures in order to accomplish various work assignments.  Ability to maintain a computerized database.  Working knowledge of Child and Youth Management System (CYMS) or equivalent database.  Ability to maintain accurate reports and records and military formatted documents.  Ability to compose written materials clearly, concisely, and effectively. Ability to communicate sensitively and responsibly to the needs and concerns of all patrons.
