Summary

This position is located at School-Age Care Center, Camp Humphreys, South Korea.

Morale Welfare and Recreation (MWR) Child and Youth Services (CYS) Employee Childcare Fee applicable to employees working at least 15 hours per week:

  • First Child: 100% childcare fee discount (all CYS employees)
  • Second and Subsequent Child: 25% childcare fee discount (all CYS employees)
Incentives and Bonuses

Clarification from the agency

United States (U.S.) Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. territory for three (3) or more continuous years immediately preceding the start of Federal affiliation and is currently residing in Korea. U.S citizens overseas under ordinary resident status are not eligible for appointment under the Status of Forces Agreement.

Duties

  • Serves as a first level supervisor for assigned staff and assists the Director in the supervision of the day-to-day operation of the program/activity. The incumbent reports and works directly with the Director with minimum supervision.
  • Assists with providing program oversight and accountability for the performance of employees, the safety of children, and customer needs.
  • Supervises staff to include assigning work, conducting performance reviews, and approving leave. Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees' performance.
  • Ensures facility complies with health, fire, safety, USDA, and program regulatory guidance and standards. Observes program participants and identifies signs of illness, abuse or neglect, emotional distress, and follows mandated reporting protocols.
  • In conjunction with the Director ensures compliance with standards, criteria, and laws to obtain and retain DoD certification and national accreditation. Assists with taking action to implement recommendations or correct deficiencies.
  • Performs other duties as assigned.

  • This position has been identified as having regular contact with children under the age of 18. In accordance with Section 231 of the Crime Control Act of 1990 (Public Law 101-647 codified at 34 U.S.C. § 20351) and DoD Instruction 1402.05
  • Favorably adjudicated background checks are required.
  • Position is subject to immunization requirements as a condition of employment for working with children and youth.
  • Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIP), which includes the influenza vaccine.
  • Must pass a pre-employment physical and subsequent physicals, thereafter, provide evidence of immunization and be free from communicable disease.
  • Must complete all DoD and Service training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and any required certifications.
  • Must maintain current CPR, First Aid, and Food Handlers certifications.
  • Must be able to follow verbal and written instructions and communicate effectively orally and in writing.
  • The incumbent is required to have mobility necessary to ensure safety of children and youth and engage in repetitive actions such as walking, standing, bending, stooping, and sitting on the floor.
  • The incumbent must have the visual and auditory capabilities to supervise children and youth, to comply with sight and sound supervision requirements and to provide immediate responses when applicable.
  • Tour of duty may include nights, weekends, and holidays.
  • Majority of the work is performed in the CYS facility, including classroom settings, activity areas, and outdoor areas, with occasional indoor and outdoor field trips.

Qualifications

A qualified candidate must possess the following:

Education: Bachelor's degree or advanced degree in child development, early childhood education, elementary or secondary education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position.

- For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science.

- For positions in Youth Facilities: The education must have been in youth development, youth administration, secondary education, home economics, physical education, elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science.

- For positions in School-Age facilities: The education must have been in any of the fields above.

OR one of the following:

Combination of education and experience as stated below in Option 1 & 2:

Option 1: A combination of education and experience. Education: 24 semester hours in the majors stated above or a related field (see above), plus appropriate experience. Experience: Candidate must also possess ALL of the following:
1. 12 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child growth/youth development of which 6 months must be in a supervisory position.
2. The McCormick Credential.

OR

Option 2: A combination of education and experience. Education: 24 semester hours in the majors stated above or a related field (see above), plus appropriate experience. Experience: Candidate must also possess ALL of the following:
1. At least 12 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child growth/youth development of which 12 months must be in a supervisory position.

Education

Proof of education is required at the time of application. Note: Education must be directly related to the position to be filled. General Education courses do not count toward the credit total.
