Summary

This position is assigned to Engineering Service at the Fargo VA Health Care System (VA HCS) in Fargo, ND. The incumbent receives general work-related instructions or assignments; and is directly supervised by the Maintenance & Repair Foreman. This position primarily conducts duties at the Fargo VA Health Care System, but at times will be required to travel to other locations within the Fargo VA HCS, other VA Health Care Systems, or other locations within the commuting area.

Duties

Duties include but are limited to:

  • Sets up and operates a wide variety of woodworking machines and tools.
  • Assembling items with a wide variety of joining techniques such as miters, rabbets, dados, biscuit, and mortise and tenon.
  • Installs, constructs, and repairs a wide variety of structural items.
  • Repair and install suspended acoustical ceilings, modular furniture, and casework.
  • Repair and install door and door frames in all types of wall construction.
  • Repairs flooring to include removal and installation of vinyl composite tile, mosaic tile, quarry tile, laminate flooring products and carpeting as necessary.
  • Performs exterior building repairs specific to brick-and-mortar construction and the corresponding tools and practices.
  • Performs work involved with repairing, overhauling, modifying, testing, and installing a variety of locking services typically found on doors, desks, compartments, mobile equipment, safes, vaults, and other secured locations.
  • Performs the full repair cycle of locating trouble, disassembly, repair, cleaning, reassembly, and reinstallation of a wide variety of makes and models of locking devices.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirement: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination.Incumbent must be able to perform work requiring moderate to heavy physical effort over a minimum eight-hour shift (which may run longer if overtime or off-hours work is required due to medical center needs), including lifting, crawling, climbing, bending, etc. When working on platforms, scaffolding and ladders, workers must climb equipment carrying and lifting tools and materials. Physical or muscular effort in performing duties incudes but is not limited to; fatigue producing action such as working overhead, lifting, pushing, pulling, crawling, climbing, stooping, stretching, standing, sitting, bending; kneeling, squatting and other potentially uncomfortable positions to accomplish the assigned task. Incumbent may work with and in areas with unpleasant fumes or odors and shall wear assigned Personal Protective Equipment. Strenuous physical effort is required while dismantling and reassembling equipment. The incumbent frequently carries and sets up parts and equipment that weigh up to 50 pounds, infrequently items over 100 pounds with assistance. The incumbent must work from ladders, scaffolding, etc., where parts of systems worked on are frequently in hard to reach places. Hand dexterity is a critical requirement in completing most tasks.

Working Conditions: Work is performed both inside and outside. There may be exposure to chemicals and the inhalation of harmful fumes from chemicals in oils, gases, etc. Irritation of eyes, skin and respiratory tract may result from equipment maintenance and/or repairs. Ladder climbing and working in high places is routine. Incumbent must always be very safety conscious. While outside, Incumbent will be exposed to a variety of weather conditions, both cold and hot, windy, wet, etc. in which work shall have to be completed since the demands of the Medical Center cannot wait for better weather to arrive at the site for the work to be performed, occasionally working outdoors in subzero weather with significantly below zero wind chill factor. Incumbent shall occasionally need to work on rooftops of high buildings, and in cramped areas. The wearing of uncomfortable facemasks and protective clothing are necessary when working with and around hazardous materials. Infrequently, the incumbent may be required to work near asbestos containing materials. The incumbent performs duties in all areas of this facility ranging from offices to areas of high noise levels and other uncomfortable conditions. These include tunnels, mechanical rooms and interstitial space, requiring kneeling, stooping, crawling and climbing ladders. The incumbent may be required to work outside in adverse weather and in areas containing fumes, dust or smoke. The incumbent spends portions of his/her time at a desk. However, he/she may be required to stand or walk for long periods of time to accomplish workloads during the day. The incumbent is physically dispatched throughout the Medical Center as they work on assigned projects.

Additional information

Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy). VHA HCPs do not include remote workers who only infrequently enter VHA locations.
