Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoW Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Applies the full range of carpentry skills and techniques in repairing, constructing, remodeling, and maintaining a variety of structures such as storage and maintenance sheds, range target houses, control towers, latrine buildings and related range facilities.

Duties
- Drives government vehicle to and from work sites, with responsibility for preparation of trip tickets, compliance with traffic regulations and observance of safety rules.
- Performs work as a helper in the repair and maintenance of gasoline powered and tractor drawn lawn mowers and other grounds maintenance equipment.
- Drives wheeled type tractor with towing attachments such as fertilizer distributor, disc harrow, grass seeder, scraper, sickle bar and blitzer mowers.
- Paints sheds, flag poles, rubbish cans, ammunition tables, small signs, barricades, lane markers and other similar structures and items used on ranges.
- Constructs wooden training support devices.
- Plans and lays out work in accordance with drawings, sketches, blueprints, and own knowledge of construction or needed repairs.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 45 lbs. (with assistance) in the regular performance of duties.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This is a Term position scheduled to last 4 years. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This is a drug testing designated position (TDP) under the Department of the Army Drug Free Federal Workplace Program.
- Signing of a DA Form 5019 acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position.
- Individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.

You will receive credit for all qualifying experience, including volunteer experience.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Carpenter (Tractor Operator) ~ without more than normal supervision. I have the ability to perform common Carpenter tasks normally required for simple projects, such as simple framing and minimal roof repairs. Safely use a variety of shop tools, including hammers, handsaws, belt sanders, and power/chain saws. Safely operate a wide variety of agricultural tractors/mowers and various PTO driven attachments. Perform standard operator maintenance and repair to diesel and internal combustion engines as well as their associated parts. Perform daily operator checks on equipment and recognize unsafe conditions. Work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
- PHYSICAL EFFORT: Work involves standing, walking, stooping, bending, kneeling and climbing. Incumbent also works on ladders and scaffolds which require him to work overhead or in stretched or awkward positions. Arm movement is considerable when nailing, painting, and using such tools as handsaws, paint brushes.
- WORKING CONDITIONS: Work outside. Is exposed to moderate weather conditions and contacts with elements of
gardening and grounds-keeping such as dirt and dust, must and water, and chemicals and unpleasant odors. Subject to minor injuries from use of tools. Some physical discomfort may be experienced when wearing protective clothing, gloves, face shield or eye goggles, and from fumes, heat, and glare of torches. Is subject to possibility of injury from hand or powered tools and danger of falls from ladders, scaffolds, or rooftops. may be required to wear and/or use protective clothing and equipment in accordance with established health and safety regulation and Standard Operating Procedures.

Position may be filled as a Term Appointment NTE 4 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
Current permanent Federal employees (to include permanent Army employees) applying for a Term Appointment will be appointed/converted into a Term Appointment with no statutory return rights back to a permanent position.Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
