Summary

This position is a Cartographer (Geospatial Database Specialist), GS- 1370-12/13 working for the U.S. Fish and Wildlife Service R9-Division of Realty in one of the following locations:

Locations:

Duties

As a Cartographer (Geospatial Database Specialist) your duties will include, but are not limited to, the following:

  • Design, develop, and document geospatial database applications, geospatial datasets, nonspatial databases, and procedures that assist the Realty Division with tracking and reporting of land acquisition throughout the National Wildlife Refuge System.
  • Develop appropriate server or client scripting and/or processing solutions (e.g., Python, PowerShell, JavaScript, and/or other web technologies). Understand server and geodatabase architecture and design principles to develop resource information management and information delivery services/systems;
  • Install, configure, and manage enterprise GIS services, ArcGIS Server, ArcSDE, ArcGIS Enterprise and Portal technologies.
  • Automate the publication of the national authoritative spatial data layers after roll-up is complete. Update metadata for each authoritative spatial layer. Publish updated data as a geodatabase in ServCat and on AGOL/Portal.
  • Provide customer service to individuals and offices on Realty enterprise GIS and database systems.
  • Receive and respond to phone calls, emails, and instant messages from realty and GIS professionals throughout the United States. Provide outstanding and patient instruction

Qualifications

Only experience and education obtained by the closing date 11/12/2024 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification for the grade level at which you would like to be considered.

Basic Requirement GS-1370 Series:
  1. Degree: Possess a degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). Note: Transcripts are required. OR
  2. Combination: Possess a combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. Note: Official Transcripts are Required.
AND
Minimum Qualification [GS-13]
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Specialized Experience may include: 1) Independently writing advanced technical scripts and developing innovative tools, processes, workflows, and backend utilities for highly sophisticated geospatial applications and data management; 2) Leading the comprehensive development, rigorous testing, and strategic deployment of cutting-edge geospatial enterprise database platforms and solutions; 3) Establishing and enforcing strategic-level standards and procedures for Geographic Information System (GIS) processes, including robust quality control and data input protocols; 4) Defining strategic requirements, developing comprehensive data standards, and implementing transformative geospatial data solutions in close collaboration with a diverse team of customers and other subject matter experts. NOTE: Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.
OR
Minimum Qualification [GS-12]
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Specialized Experience may include: 1) Writing technical scripts and developing tools, processes, workflows and backend utilities for geospatial applications and data management; 2) Developing, testing, and establishing geospatial enterprise database platforms and solutions; 3) Developing standards and procedures for Geographic Information System (GIS) processes including quality control and data input; 4) Defining requirements, developing data standards, and implementing geospatial data solutions with a team of customers or other subject matter experts. NOTE: Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

5. Customer service skills to provide responsive and courteous support to individuals and offices on Realty enterprise GIS and database systems. This includes the ability to address technical inquiries, troubleshoot issues, and ensure high levels of satisfaction and effective technology transfer.
