Summary

This position is located in the Casualty Support Program office (N95); Commander, Navy Installations Command (CNIC) Headquarters (HQ); Washington, D.C. Casualty Support includes the Navy Wounded Warrior Program, Navy and Marine Corps Fisher House Program and Navy Gold Star Program. The incumbent is responsible for overseeing and managing the CS HQ staff consisting of civilian and military subject matter experts.

Duties

Program Management duties include but are not limited to:

  • Serves under the direction of the N95 Program Director and may act for the N95 Program Director in all matters within existing policy. Represents the N95 Program Director when conducting visits to CNIC N95 operational activities and in discussion of operational matters with responsible officials. Advises the N95 Program Director on significant operational plans, programs, opportunities and problems.
  • Directs and manages day-to-day N95 operational activities and performance through subordinate HQ personnel. Owns the operational performance of the division including meeting N95 leadership's approved strategic and annual plans.
  • Serves as an Action Officer on taskers and leads and/or is part of multidisciplinary or cross-functional teams to develop and execute N95 plans/events and resolve complex, multi-faceted operational issues. Ensures CS reporting, data calls and briefings, and consolidated responses are executed timely.
  • Serves as a senior analyst for N95. Provides oversight and coordination with CS program managers to ensure program policy and guidance effectively supports CS operations and meets DoD and DON requirements. Leads the identification, development, and coordination of new policies and procedures to support CS operations, mission, and supported population.
  • Executes N95 leadership's overall direction and guidance for the development, acquisition, evaluation, improvement, and sustainment of CS programs and initiatives for the Department of the Navy (DON). Coordinates, integrates, leads, and directly controls the day-to-day efforts associated with CS programs. Analyzes situations, identifies problems, probes causes, and selects courses of action for administrative, technical, and professional staff to pursue.
  • Oversees the development, management, and distribution of the CS program budget, comprised of Operations & Maintenance Navy, and Department of Defense (DoD) funding sources. Approves and articulates programmatic and fiscal goals and objectives, advises N95 leadership on the best solution for managing budget requirements. Oversees the Planning, Programming, Budgeting, and Execution process for the CS program. Interfaces and defends program requirements at various OSD, Joint-Service, DON, and OPNAV forums.
  • Develops implementation plans for new ideas, procedures, processes, methods, or approaches for short and long-range management operations. Ensures alignment of policy, compliance, and implementation, and training across all CS programs.
  • Establishes and maintains contacts with key officials and senior staff personnel in Navy commands (e.g., OPNAV, Bureau of Naval Personnel, Navy Comptroller, Secretary of the Navy (SECNAV), Regional Commands), as well as other Services, DoD, Congressional staffs, and private industry to monitor new policies, determine Navy compliance with new programs, and identify trends. Develops strategies for improving and maintaining strong relationships with key stakeholders.
  • Communicates change management plans to teams and key stakeholders to ensure understanding and buy-in. Advises leadership, teams, and stakeholders on handling organizational change.
Supervisory duties include but are not limited to:
  • Directs work to be accomplished by a staff of military and civilians (NAF and APF): from the many functional areas within the CS program and acts as a rating official. Provides second level supervision for up to 40 military, NAF and APF employees;
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities;
  • Conducts annual performance reviews of staff including providing input on military personnel Fitness Reports;
  • Participates in organization staffing decisions;
  • Ensures staff receives proper training to fulfill requirements of their positions;
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and
  • Fosters a work environment free of discrimination, harassment, and/or reprisal and ensures equitable treatment of all staff.

Qualifications

A qualified candidate must possess the following:
  • At least six years of specialized experience with quality-of-life program management to include development and implementation of new ideas, procedures, and processes.
A qualified candidate must also possess the following:
  • Knowledge of the CS Program principles, practices, and regulations.
  • Knowledge of pertinent laws, regulations, policies, and precedents that affect wounded, ill, and injured service members.
  • Knowledge of Navy and DoD policies, plans, and trends in areas such as injured pay and personnel actions, benefits, family support, and gift acceptance.
  • Knowledge of the CNIC, DON, and DoD organizational structures and missions.
  • Knowledge of the behavioral and organizational processes used in managing complex organizations.
  • Knowledge of functional activities required for effective management of the CS program.
  • Knowledge of the federal budget process.
  • Knowledge of the policies and practices of supervision and personnel management to adjust work operations to meet emergent or changing program requirements within available resources, establish objectives and performance goals and assess progress toward their achievement, and understand and further management goals as they affect work operations.
  • Knowledge of CNIC's EEO policy and procedures.
  • Skill in managing, coordinating, and administering agency-wide programs.
  • Skill in the use of various computer programs/systems including Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Skill in displaying tact and diplomacy when working/communicating with staff and personnel at various levels of an organizational hierarchy.
  • Ability to interpret complex instructions, directives, correspondence, and to apply them to specific situations.
  • Ability to balance change and continuity (i.e., constantly aim for customer service and program performance improvement).
  • Ability to develop and implement a command CS strategy which integrates key command missions, program goals, and priorities.
  • Ability to represent CNIC as an expert in CS to both internal and external representatives or customers.
  • Ability to perform the full-range of supervisory duties.
  • Ability to communicate orally and in writing in order to present, persuade, defend, and/or document rationale for command programs and plans.

Education

This position does not have a positive education requirement.

Salary is dependent on experience and/or education. Offered salary is inclusive of duty location locality pay.
