Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain competitive positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is with the US Army Engineer District, Operations Division, Revetment Section, Motor Vessel Mississippi. Duty location is wherever the Motor Vessel Benyaurd is located.

Duties

  • Plan work, arrange schedules, and assign men to regular shifts and particular duties.
  • Has responsibility for the operation, maintenance, care, and repair of all engine room machinery and equipment.
  • Care and security of tools and equipment in engine room.
  • Serve as Chief Engineer on a twin-screw diesel powered towboat.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • This position requires the completion of a pre-employment Physical Examination to ensure required level of physical health and ability or fitness to perform the duties of the position.
  • Must hold a U.S. Coast Guard Chief Engineer's license commensurate with the type engine room machinery and equipment, horsepower, and characteristics of the vessel to which assigned.
  • Shift work is required.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to lead or supervise as a(n) Chief Engineer Diesel Towboat. Diagnose problems and malfunctions and participating in the repair, replacement, and modification of such machinery, engines, and systems. I have some knowledge of the vessel diesel, electric, mechanical, hydraulic and/or electronic equipment, systems, and auxiliary plant and machinery. - Failure to meet this Screen out Element will result in an ineligible rating.
  • PHYSICAL EFFORT: Incumbent performs work from ladders, scaffolding, and platforms and where the parts, equipment, or systems are in hard to reach places. Work requires the incumbent to stand, stoop, bend, kneel, crawl, climb, and work in a tiring and uncomfortable position. Frequently lifts, carries, and sets up parts and equipment that weighs up to 40 pounds.
  • WORKING CONDITIONS: Work is performed inside and outside subjecting employee to varying climatic conditions, abnormal noises, temperature, danger of burns, irritation from grease and oils, bruises, strains, danger from attending moving machinery, falling overboard, electrical shock, falls on slippery decks or steep stairways, possible drowning, and crankcase explosion.   • This position requires varying shift work. During towing season, works 2 weeks on, 1 week off. Works 12 hours per day. During Mississippi River Commission trips, incumbent may be required to work 45 days straight. During Lay-up/Maintenance season, incumbent will work a 5 day 8 hr a day schedule during winter maintenance period and 4 day 10 hr a day schedule during spring maintenance period.
