Summary

Serves as the Chief Engineer for Stennis Space Center (SCC). Provides independent oversight and guidance to the Center's mission focused work. The work involves detailed engineering oversight of cryogenic and storable propellant systems, high pressure (up to 15,000 psi) systems, instrumentation and control systems, rocket engine systems, institutional facilities and systems, and safety principles and practices related to high energy chemical propulsion systems.

Duties

The Chief Engineer, SSC:

  • Serves as the system architect for all technical systems across the SSC Test Complex.
  • Responsible for overseeing engineering and propulsion testing activities of SSC.
  • Serves as an expert Agency-level consultant on the most challenging problems in rocket propulsion testing with responsibility for the overall direction of an engineering program of national or international scope and impact.
  • Maintains close contact with headquarters, field centers, commercial industry representatives, and international partners for elements in advanced technology and engineering application areas which extend well beyond the assigned program responsibility.
  • Assures that sound engineering principles are used in the conduct of human spaceflight and research and development programs. Evaluates risk management parameters of each rocket propulsion test program assigned to SSC and directs changes to ensure adherence to Center and Agency risk level policies.
  • Assures overall engineering processes are consistent with Agency and SSC policies or is waived by proper authority. Conducts independent engineering reviews to assure safe adherence to human spaceflight engineering principles.
  • Chairs the SSC Configuration Control Board and serves as the SSC Engineering Technical Authority.
  • Serves as an alternate member of the Agency Engineering Management Board.
  • Leads special task force teams, as assigned, to investigate engineering/operations/project/facility problems, incidents, or conflicts which threaten safety, mission accomplishment or technical validity of design, manufacturing, or verification/validation results.
  • Leads cross-disciplinary engineering reviews to assess system architecture, requirements development, verification and validation strategies, and lifecycle integration.
  • Provides independent technical judgment on high-risk, high-complexity aerospace systems, including resolution of technical issues with significant mission, cost, or schedule impacts.
  • Coordinates with Agency-level engineering organizations, mission directorates, and other NASA Centers to ensure alignment of systems engineering approaches and technical decisions.
  • May be required to represent the Center in interagency, industry, and advisory forums on systems engineering, facility engineering, and technical integration matters.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278e) within 30 days of appointment and annually from then on.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.

  • Must be able to obtain and maintain a security clearance as required by the position.
  • Must be a U.S. Citizen or National.

Qualifications

SPECIALIZED EXPERIENCE:
Candidates must be a recognized subject matter expert with at least 1 year of directly related experience equivalent to the GS-15 level in liquid rocket propulsion testing, test systems, and test complexes (test stands and test support infrastructure). Also experience in performing independent in-depth technical assessments to detect, analyze, and mitigate technical risks associated with the programs and projects.
