Duties
The United States Space Force (USSF) at Vandenberg SFB, Lompoc, CA is searching for a Chief Engineer for the United States Nuclear Detonation Detection System (NH-0801-03, GS-12/13 Equivalent).
Description:
Oversees execution of an ACAT II ground system that delivers improved nuclear detonation detection capability with mission partners across DOD & DOE. Leads a lean team of military, civilian and support contractors working with federal laboratories as prime vendors. Chief Engineer must be able to balance traditional acquisition principles given the unique relationship with the long-incumbent nontraditional contractors. Must be familiar with activities across the acquisition lifecycle, including but not limited to, the programming, planning, budgeting and execution processes, especially with a program in the Engineering, Manufacturing and Design phase. Will require close coordination with sustainers of legacy system to ensure seamless transition of operations and capabilities.
Ideal Candidate:
Candidate must have proven experience in developing, manufacturing, testing and delivering complex space systems. As this is a leadership position, must be comfortable leading a team, interfacing with a variety of internal and external stakeholders. Developing junior acquisition workforce and future leaders. The ideal candidate should have familiarity with ground system development, including integration of the ground system with legacy and future assets, plus integration of hosted payloads onto various satellites and the processing of the payloads into the ground system. Highly desire experience with nuclear detonation detection capability with mission our partners across DOD & DOE. An understanding of the Overhead Persistent Infrared (OPIR) missions is also very beneficial. Ability to establish, clearly communicate, and execute priorities across diverse team of Government, FFRDC, support contractors, and development contractors to enable system development. Ability to integrate and summarize complex acquisition and technical issues for timely presentation to senior leadership (e.g., Senior Materiel Leader, PEO, MDA) to support decision-making. In-depth understanding of system and sub-system designs and architectures. Ability to understand and lead the active mitigation of technology and system integration risks.
- Experience leading major acquisitions
- Demonstrated experience as a supervisor and program leader
- Education including business knowledge, DAWIA certifications, cost & budget practices & rules
- Demonstrated ability to lead multi-functional teams and lead multiple teams and to communicate and coordinate work as one team with common goals w/ a geographically diverse team
- Strong OPIR mission and systems expertise across acquisition lifecycle (highly desired)
- Knowledge and experience driving closure and resolving complex technical issues and challenges
- Experience with satellite systems, payloads, and complex ground systems through development, integration, and test
- Demonstrated technical and leadership abilities to lead multiple contractors and Government teams to achieve the following:
-- Detailed understanding/management of both sides of internal & external interfaces (e.g., ICDs)
-- Planning and coordinating program events with external and internal agencies
-- Maintaining the system baseline and configuration management
-- Developing and testing of Mission Threads and cross mission trades where beneficial
-- Managing giver/receiver tasks internal and external to the system
-- Developing and managing a System of Systems Integrated Master Schedule
-- Resolving complex problems and investigations including, failure investigation and analysis
A professional engineering degree at the bachelor's level from an ABET accredited institution is required.
