The United States Space Force (USSF) at Wright-Patterson AFB is searching for a Chief Financial Officer to support SSC/PC (NH-0501-04, GS-14/15 Equivalent).
Description:
As the Military Communication and Position, Navigation, and Timing PEO's Chief Financial Officer, you will provide the PEO with strategic financial advice across all appropriations as well as ensuring achievable execution plans are identified and met. You will work with acquisition and mission delta financial leads as well as represent the PEO on the Space Systems Command (SSC) Financial Management Strategic Council. As the PEO CFO, you will provide essential analytical support to a variety of Space Force Leaders across a portfolio of national military and civil interests. The CFO will also lead collaborations with the System and Mission Delta Financial Leads, to provide program managers with critical analysis, data and products required to assess the health of not only the current programs, but also future financial investments, technologies, and programs of the future!
You must be able to work independently, planning, organizing and coordinating financial actions both internal and external to SSC and the USSF. Strong communication skills are critical, both oral and written, with a focus on clear, concise and technically accurate dialogue that synchronizes efforts across financial management, program management, and contracting specialties. In addition, the duties of this position require the ability to analyze, negotiate, and resolve complex issues while maintaining good working relationships. Finally, as part of our leadership team, you are expected to train, develop, mentor, and motivate junior civilian and military financial analysts.
Ideal Candidate:
A proven financial management leader is sought to guide financial execution strategies. The ideal candidate possesses direct PPBE leadership experience, preferably within the context of procuring space and ground systems, with experience in Cost Estimation and audit readiness also being highly desirable. Experience as a supervisory Branch Chief, Division Chief or Director is preferred; minimum Business - Financial Management Advanced DIAWIA certification.
This role demands strong leadership skills, including the ability to lead teams and take calculated risks. The successful candidate will be a strategic thinker, capable of bringing innovative solutions to a dynamic enterprise. An ability to challenge the status quo and push financial management paradigms is essential, as is effective communication across all levels, from senior leadership within SSC to various Pentagon-based and DoD organizations. A collaborative approach is crucial, with the ability to work effectively with both local and geographically separated teams.

5. Ability to negotiate resolution of complex budget and financial execution issues.
6. Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures.
7. Ability to executive complex projects and/or studies within established time constraints.
8. Ability to communicate effectively orally and in writing.
9. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives.
10. Ability to advise senior leaders, Program Element Monitors and field-level representatives.

- Must be a U.S Citizen.
- Must be able to obtain and maintain a Top-Secret security clearance.
- May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework".
- May be required to work overtime on an unscheduled or emergency basis.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- This position will close after 5 business days or 75 applications, whichever comes first.
- PCS /relocation funding is authorized.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- This position is part of the Acquisition Professional Development Program (APDP). This position is designated a NON-CRITICAL APDP position.
- Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.
- This is a Financial Management Level (1, 2, or 3) Certified position IAW the National Defense Authorization Act (NDAA) 2012.
Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
