Job Description (Please follow all instructions carefully)

Summary

Incumbent directs all operations of the Information Services division of the Office of the Sergeant at Arms (SAA). Major responsibilities include providing general assistance, coordination, guidance, and recommendations on sensitive and/or confidential issues relating to the division. The incumbent provides regular updates to SAA's leadership and other House officials regarding sensitive and confidential technology related issues and high-level technology related tasks.

Duties

Duties:

  1. Directs the operations of the Information Technology section to ensure that the SAA's information and communications systems meet the needs of SAA staff and affected members of the House community.
  2. Monitors projects, initiatives, and day-to-day functions and responsibilities controlled by, assigned to, or associated with the division.
  3. Responsible for the development of the division's staffing plan and budget.
  4. Plans, secures approval of, and follows through on comprehensive long-term goals, objectives, and operational needs.
  5. Provides general day-to-day management and supervision of division managers and other assigned staff; ensures division managers are efficiently utilizing staff, maximizing resources, and developing subordinates to their fullest potential.
  6. Provides executive level management of personnel, including hiring and personnel action recommendations, timely review of and feedback on all applicable individual performance plans and evaluations, and appropriately addressing employee conflicts and disciplinary actions.
  7. Provides executive level management of new and ongoing projects/programs, to include the implementation, tracking, measurement, and quality controls thereof.
  8. Manages all aspects of information systems for the SAA, to include maintenance, upgrades and life cycle replacement.
  9. Approves correspondence from the Sergeant at Arms to Congressional offices concerning identification and information technology related matters.
  10. Serves as senior liaison with Members of Congress and their staff for technology issues relating to the SAA.
  11. Serves as a liaison with House Information Resources and office equipment vendors to determine and evaluate necessary upgrades to computer systems and other office equipment.
  12. Responsible for ensuring compliance with House information systems security policies.
  13. Reviews and approves all new and revised policies related to identification services.
  14. Supports House Recovery Operations structure.
  15. Performs other duties as assigned.
Knowledge, Skills, and Abilities:
  1. Incumbent must have significant knowledge of Microsoft-based local and wide area networks, cloud services, virtual server environments, and data management.
  2. Incumbent must have knowledge of policies and procedures of the House of Representatives, Office of the Sergeant at Arms and the United States Capitol Police.
  3. Incumbent must have the ability to make high level management decisions.
  4. Incumbent must possess strong leadership skills and excellent organizational skills.
  5. Incumbent must have the ability to work well under pressure, exercise discretion and independent judgement in handling daily operations of the office.
  6. Incumbent must maintain a professional and courteous work disposition.
  7. Incumbent must have experience using employee performance plans and evaluations, coaching and mentoring techniques, and addressing employee conflicts and disciplinary actions.
  8. Incumbent must be skilled in interviewing and assessing job applicants.
  9. Incumbent must have the ability to plan, use project management concepts and practices, and formulate budgets.
  10. Incumbent must be skilled in developing, implementing, and maintaining internal workplace policies, standards, procedures and practices.
  11. Incumbent must be skilled in strategic planning and managing special projects.
  12. Incumbent must have the ability to recognize and deal with politically sensitive issues in both technical and legislative environments.
Work Schedule:

Full-time, permanent. Monday - Friday. Hours: 8:30 a.m. - 5:00 p.m. Must be able to work outside of normal business hours, when necessary.

Qualifications

Bachelor's degree in a discipline related to the position or equivalent level of professional experience; extensive supervisory/management experience; five years' experience in professional executive level roles. Thorough knowledge of the legislative environment, U.S. House of Representatives, and the operations thereof, preferred. Must be able to obtain and maintain a Top-Secret security clearance.
