Candidates must have an advanced degree in public policy, public administration, economics, or a related field and at least 5 years of relevant experience (or a bachelor's degree and at least 10 years of relevant experience). They also should possess superior analytical, quantitative, and communication skills and a demonstrated ability to manage people and projects within a complex, fast-paced environment.
A thorough knowledge of the federal budget process-including the various budget laws-is essential, as is the ability to effectively interact with other CBO staff members, Congressional staff, and staff at executive branch agencies. Attention to detail and the ability to articulate complex material clearly and concisely orally and in writing (and to guide analysts to do the same) also are crucial. Management experience is strongly preferred but may be considered to include significant coordination responsibilities for projects involving several people. Candidates must be able to obtain and maintain a Tier 1 (NACI) investigation.
