This position is part of the National Archives and Records Administration, Office of the Chief Operating Officer. The Chief Operating Officer (COO) oversees the strategic direction and operational objectives of NARA's external and internal customer-facing services, programs, and activities across headquarters and field locations.

Duties
As a Chief Operating Officer, you will:
- Serve as the principal advisor ensuring effective central coordination and review of programs and project actions. Make key decisions on resource allocation, timing of major events, project priorities, and determines which projects should be initiated, postponed, or discontinued.
- Foster collaboration and cohesion among executive-led operational and staff offices, ensuring accountability for achieving shared agency goals.
- Review operational activities in consultation with the Archivist, Deputy Archivist, and office heads. Evaluate feedback from key subordinates and reports from OPM, OMB, GAO, EEOC, and other relevant bodies. Ensure programs solicit and consider input from internal and external customers regarding services that impact them.
- Work closely with executives for directing priorities, providing advice and guidance on their program responsibilities and assigned activities. Ensure that significant issues receive full consideration, and present unresolved problems or conflicting interests to the Archivist or Deputy Archivist with recommended actions for resolution.
- Provide executive direction to staff through a Deputy Chief Operating Officer and subordinate Executives, Directors, managers, and supervisors. Motivate subordinate managers to integrate vision, strategic planning, and quality management into their operations.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. - Must complete a 1-year SES probationary period, unless previously completed.

Qualifications
Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical and executive qualifications. These would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Experience must be at a level of difficulty and responsibility comparable to the GS-15 level in Federal Service.
