Duties
The United States Space Force (USSF) at Los Angeles Air Force Base is searching for a Chief, Operations & Maintenance Budget Branch (NH-0501-04, GS-14/15 Equivalent).
Description:
The candidate for this position will lead and manage the Operations and Maintenance (O&M) budget as the SSC/FMAO Chief. Provide direction, oversight and guidance for the Command's O&M corporate process, processes tools, metrics and interfaces with Space Systems Integration Office and HHQ (e.g. FMBO, SQ). Oversee the continued maturation of SSC's field command role and implications for subordinate units and HHQ interfaces (e.g. new FMSuite DBR/ExPlan modules, SYD funds flow, etc.). Work closely and strengthen relationships between FMAO, SSC/SSIO, other USSF FLDCOM FMs, Space staff, and SAF/FMB to ensure SSC PPBE corporate processes, interfaces, systems, tools and products are poised to interface with new and old partners (e.g. AFRL, SpRCO, SpOC). Guide the expansion of FMAO budget management responsibilities at the Command level with new SSC organizations and new FM functions.
Ideal Candidate:
Ideal Candidate will possess a thorough knowledge of both Investment and O&M fiscal policy and funds execution (MAJCOM level O&M experience highly desired). Ability to work with HHQ, various stakeholders and collaborate with SSC/FM Technical Director on fiscal policy implementation and execution. Leadership skills are a must, and candidate must have the ability and experience in leading large and dynamic teams at various levels. Must possess strong leadership and supervisory skills. Financial Management DAWIA Certification Level III and DoDFM Level 3 in-process or completed.

1. In-depth knowledge of Congress and Public Affairs.
2. In-depth knowledge of program planning, budget and financial management cycles and policies.
3. Ability to gather, analyze, and present complex facts and develop programming and budgetary strategies.
4. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues.
5. Ability to negotiate resolution of complex budget and financial execution issues.
6. Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures.
7. Ability to executive complex projects and/or studies within established time constraints.
8. Ability to communicate effectively orally and in writing.
9. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives.
10. Ability to advise senior leaders, Program Element Monitors and field-level representatives.

- Must be a U.S Citizen.
- Must be able to obtain and maintain a Top-Secret security clearance.
- May be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework".
- May be required to work overtime on an unscheduled or emergency basis.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.

- PCS /relocation funding is authorized.
- Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
- Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.
- Employee is required to attend annual ethics and procurement integrity training.
- This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
- Financial Management Certification: This is a Financial Management Level (1, 2, or 3) Certified position.
- This position is designated a CRITICAL APDP position.
