Duties
The Chief Policy Officer and Director for International Affairs (CPO) serve as the principal advisor to the Under Secretary of Commerce for Intellectual Property and Director of the USPTO and the Deputy Under Secretary and Deputy Director of the USPTO on domestic and international policy matters related to intellectual property (IP). The CPO significantly impact and influence on the establishment and implementation of patent, trademark, copyright, trade secret, and IP enforcement policy at the national and international levels. The CPO manages operations and programs, including overseeing the work of its policy teams, the Global IP Academy, the IP Attaché program, and the Office of Chief Economist.
Other major duties and responsibilities include but are not limited to:
- Formulate and oversee the creation and evaluation of legislative policy proposals, as well as the economic analysis and research to support them and the preparation of supporting documentation to carry them out.
- Supervise analyses of IP-related policy issues before the Executive Branch, and solicitation and evaluation of public views, including through hearings and requests for comments.
- Lead the USPTO's efforts to promote the development of high-quality IP systems around the world, including maintaining and improving multilateral systems for the establishment, protection, and use of IP rights.
- Serve as the head of OPIA, managing its operations and programs, including overseeing the work of its policy teams, the Global IP Academy, the IP Attaché program, and the Office of Chief Economist.
- Represent and oversee representation of the United States at international forums, including WIPO, the WTO, and the OECD, and its participation in cooperative IP forums, such as the IP5, the TM5, and the ID5.

Qualifications
To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and two Professional Technical Qualifications (PTQs), listed below in your resume. PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
PTQ 1: Demonstrated knowledge and experience of United States and international policies and affairs across the spectrum of IP subject matter such as patent, trademarks, trade secret, copyright and various related issues and rights.
PTQ 2: Demonstrated knowledge and experience of international trade and Intellectual Property agreements.
EXECUTIVE CORE QUALIFICATIONS (ECQS): In addition to the Technical Qualification requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs, you may not receive further consideration for the position.
ECQ 1: Commitment to the Rule of Law and Principles of the American Founding: Requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 4: Leading People: Involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results: Involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) or your eligibility for noncompetitive appointment to the SES.
Education
The minimum educational requirement is a law degree and an active membership in good standing of the bar of a state or territory of the United States, the District of Columbia, or Puerto Rico is required. Incumbent must maintain membership of the bar of a state or territory of the United States, the District of Columbia, or Puerto Rico to uphold this position.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
