Are you a critical thinker who can serve as the USSF Field Command lead for Readiness Assessment? Do you have experience leading a team of readiness assessment professionals in exercise construction and execution, risk management, Staff Assistance Visits (SAV), assessment guidance, and oversight. Ideal candidate will be a leader, motivated, self-starter with the ability to comprehend a wide range of issues concerning exercise construction and execution, risk management, Staff Assistance Visits (SAV), assessment guidance, and oversight. Candidate will accomplish headquarters-level senior program analyst planning, organizing, and determining policies, regulations, directives, programs, doctrine, and procedures for the assessment of readiness in the Field Command and maintenance of assigned major programs involving USSF space/cyberspace/ISR operations. Candidate will provide clear guidance for execution of goals designed to meet the Commander's Lines of Effort (LOE) with focus on Readiness Assessment as it pertains to the Force Generation LOE. Candidate will provide tactical and strategic guidance to the assessment of crews in FLASHPOINT and Space Flag Exercises.
Experience and knowledge should also demonstrate ability, expertise, and experience applying expert analytical and evaluative skills to determine the actions necessary to assess a variety of major mission and operational plans. Developing funding guidance for and participate with planners in fiscal planning to develop input into the Program Objective Memorandum (POM). Developing new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major missions and operational plans. Analyzing the effect of high-level decisions (e.g., Joint Chiefs of Staff), on readiness assessment processes, developing changes and preparing justification rationales to support the changes. Defending recommendations to higher levels of management. Establishing on-going evaluation mechanisms for evaluating the effectiveness of readiness and assessments as they relate to mission and operational plans support. Performing risk/benefit, dollar cost/economic analysis in support of decision making on significant issues.
Key Skills and Abilities:
1. Knowledge of DoD Planning, Programming, and Budgeting System (PPBS) and policy, procedures, schedules for developing Program Objectives Memorandum (POM) and Plans in support of major war, mobilization, and other contingency and operational plans. Manage Readiness Assessment Division budgets ensuring wise stewardship of USSF resources.
2. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Designs and implements Readiness Assessment Calendar for assessments and exercises.
3. Knowledge of Readiness Assessment goals and missions. Provides leadership in exercise construction and execution, risk management, Staff Assistance Visits (SAV), assessment guidance, and oversight. Provides clear guidance to division for execution of goals designed to meet the Commander's Lines of Effort with focus on Readiness Assessment as it pertains to the Force generation LOE. Provide tactical and strategic guidance to the assessment of crews in FLASHPOINT and Space Flag Exercises.
4. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Space Situational Awareness & Command and Control; Space & timing; Space Testing, Training, Tactics 7 Exercises; Space Launch, Ranges & AS Satellite Control Network Operations; Cyber associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, rescue, foreign military sales, POM, acquisition, special operations, or similar operations.
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Prepared to recommend Courses of Action to solve difficult Readiness Assessments issues. Skilled in exercise construction, evaluation, and assessment.
6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. Leads division with clear goals and communicates effectively in all forums.
