Duties
The United States Space Force (USSF) at the Pentagon is searching for a Chief for Special Technical Operations to support S3/4/7 (NH-0343-04, GS-14/15 Equivalent).
Description:
Serves as primary advisor to the Division Chief and Senior Leaders in planning, developing, and coordinating service level classified activities in support of global operations. This position is responsible for advocating, developing, and coordinating integration of special access programs into exercises, education, and training venues as well as Combatant Commander OPLANs, contingency plans (CONPLANs). Advises senior leaders on use of sensitive capabilities and represents the Service to the Joint Staff's Integrated Joint Special Technical Operations (IJSTO) process. Develops the Space Force's position on capability requirements, policies, and integration issues by evaluating program initiatives and changes, analyzing complex and precedent setting policy matters, and applying comprehensive knowledge of how the various programs are utilized.
Ideal Candidate:
Operational experience / Experience working with SAPs and proven knowledge of its construct and security process / Prior experience supporting the employment of sensitive capabilities is mandatory / Commanding knowledge of DoD structures, missions, programs, policies, and organizational relationships / Knowledge of Space operations / Ability to communicate effectively, both orally and in writing, in order to articulate complex highly technical concepts to stakeholders / Experience with influence planning (Military Information Support Operations, Operations Security or similar function) desired but not required.
Key Skills and Abilities:
1. Knowledge of the Department of Defense processes and Department of Air Force policy, procedures, and schedules for developing plans in support of major Space Force missions and operations plans.
2. Knowledge of (Space Force) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
3. Knowledge of the (Space Force) Strategic Basing process, such as the Basing Request Review Panel (BRRP), the Strategic Basing Executive Steering Group (SB0ERG), and the Space Force Corporate Structure.
4. Knowledge of the relationship of the various (Space Force) entities involved in overall planning and execution of military operations and evaluations, and the way PPBE processes support them.
5. Knowledge of (Space Force) installations to include the interaction of Total Force (including Air National Guard and Air Force Reserve).
6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
7. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintains good working relations.

- Must be able to obtain and maintain a Top-Secret / SCI security clearance.
- Safeguards classified or sensitive budget-related information and/or files.
- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
- This position will close after 5 business days or 75 applications, whichever comes first.
- Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
- PCS funding is authorized.
- This is a drug testing designated position (TDP). The incumbent is subject to random testing for drug use, IAW AFI 90-508.
- Subject to Temporary Duty Assignment (TDY): 15 days a year.
- Employee is in a designated position that requires consent and thereafter be subject to and successfully complete, an initial, periodic and random counterintelligence (CI)-scope polygraph examination as a condition of employment.
