The United States Space Force (USSF) at Hickam AFB, Hawaii is searching for a Chief for Theater Security Cooperation to support SPACEFOR-INDOPAC (NH-0301-04, GS-14/15 Equivalent).
Description:
Space Force Indo-Pacific (SFI), headquartered on the beautiful island of Oahu, is seeking a highly skilled and motivated professional to lead as the Theater Security Cooperation (TSC) Chief. This is a critical position responsible for developing, coordinating, and executing SFI's security cooperation plans and activities in support of U.S. Indo-Pacific Command (USINDOPACOM) objectives. This role is central to enhancing interoperability and building partner capacity across the Indo-Pacific theater. The TSC Chief serves as the command's expert and principal advisor to the Commander (Brig Gen) for all security cooperation initiatives. They are responsible for translating overarching strategic guidance, including the Theater Campaign Plan, into actionable military-to-military programs and capacity-building engagements. He or She integrates partner nation participation and security cooperation objectives into joint exercises, incorporates space capabilities into security cooperation plans, and manages strategies to build partner capacity and interoperability. This includes leading "Phase 0" (shaping) operations and overseeing the fiscal execution of security cooperation activities. Serving as the primary liaison between SFI, partner nations, and interagency partners, the Chief synchronizes efforts with Security Cooperation Offices and Defense Attaché Offices to foster key relationships and advance collective security in the space domain. Furthermore, the Chief will oversee the integration of security cooperation activities across all facets of USINDOPACOM, evaluate the effectiveness of cooperative efforts, and provide expert guidance on programs like Foreign Military Sales (FMS), International Armaments Cooperation, and Building Partner Capacity. This role includes supervisory responsibilities, guiding a team to achieve strategic objectives and developing performance standards.

They possess comprehensive knowledge of the Indo-Pacific region's political and military dynamics and are adept at building consensus among diverse stakeholders, including military personnel, government officials, and international partners. They excel at transforming strategic objectives into executable plans, managing complex projects, and making decisions under pressure in a dynamic environment.
Key Skills and Abilities:
1. Knowledge of Security Cooperation and Assistance Programs: Understanding of security cooperation mechanisms, including foreign military sales, international military education and training, and defense and security services. Familiarity with legislation, policies, and procedures that govern security cooperation activities.
2. Regional Expertise: Comprehensive knowledge of the Indo-Pacific region, including political, economic, and cultural dynamics, as well as an understanding of regional security issues, rivalries, and alliances. Proficiency in an AOR-specific language also beneficial.
3. Strategic Planning and Execution: Ability to develop and implement strategic plans that align with USINDOPACOM's objectives. Skills in coordinating complex projects and managing resources effectively across multiple teams and agencies.
4. Interpersonal and Communication Skills: Strong verbal and written communication abilities to liaise with diverse stakeholders, including military personnel, government officials, and international partners. Must be adept at negotiating, persuading, and building consensus.
5. Leadership and Management: Proven leadership skills with the ability to manage and motivate a team. Experience in overseeing operational and strategic initiatives, with the capacity to make decisions under pressure in a dynamic environment.
6. Problem-solving and Analytical Skills: Strong analytical capabilities to assess security cooperation needs and develop appropriate responses. Ability to solve complex problems and provide innovative solutions.
7. Policy Analysis and Implementation: Knowledge of how to analyze, develop, and implement policies related to security cooperation and international defense. Understanding of the impacts of policy decisions on regional and global stability.

- Must be a U.S Citizen.
- Must be able to obtain and maintain a Top-Secret /SCI security clearance.
- Safeguards classified or sensitive budget-related information and/or files.
- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
- This position will close after 5 business days or 75 applications, whichever comes first.
- Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
- PCS / relocation funding is authorized.
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- SC2F3: Key; BPC/DoD Train and Equip; Expert/Advanced required
- Subject to Temporary Duty Assignment (TDY): 60 days a year.
