Clarification from the agency

This announcement is open to Civil Service Retirees from the Federal Employee Retirement System (FERS) and Civil Service Retirement System (CSRS) who are eligible for reemployment as a federal annuitant; and Federal Interagency Career Transition Assistance Program (ICTAP) eligibles.

Duties

The Chief is the highest-ranking member of the United States Secret Service Uniformed Division. Uniformed Division personnel assure the protection of the President, Vice President, their families, designated embassies, and other specified Federal property at all times. The Uniformed Division works under the operational direction of the Assistant Director for Protective Operations.

In this role, the Chief plans, directs and supervises the work of uniformed officers, specialists, technical and support employees engaged in carrying out the mission and function of the Uniformed Division.

Serving within the Office of Protective Operations, the Chief:

  • Reports to the Assistant Director of the Office of Protective Operations;
  • Manages the programs, operations and activities of the Uniformed Division to ensure proper and necessary protection is afforded to the President, Vice President, their families, designated embassies, and other designated federal property;
  • Provides uniformed law enforcement protection for The White House Complex, The Vice President's Residence, The Main Treasury Building and Annex, and foreign diplomatic missions and embassies in the Washington, D.C. area;
  • Represents the agency in the issuance of permanent and temporary memoranda setting forth authority, responsibility and the duties of the various ranks, grades and positions established with the Uniformed Division;
  • Performs long-and short-range planning and development of Uniformed Division programs and operations;
  • Maintains liaison with the law enforcement community and other divisions of the United States Secret Service to establish interdivision work procedures and methods ensuring efficient and effective mission accomplishment;
  • Prepares periodic reports for the Assistant Director, Office of Protective Operations concerning the activities and conditions of the force;
  • Ensures enforcement of the laws, statutes, and ordinances of the United States and of the District of Columbia by all subordinate employees;
  • Enforces mandated protective responsibilities as described under Title 18, United States Code, Section 3056A;
  • Travels in support of protective operations; NSSEs; and the Presidential, Vice Presidential, and foreign heads of state/government missions;
  • Exercises sufficient internal controls to ensure accurate records of receipt and expenditures, as well as safeguards against waste, loss and unauthorized use;
  • Responds either directly or through designated representative, to emergencies on a 24-hour / 7-day a week basis; and
  • Coordinates with the Assistant Director, Office of Training to develop and implement training programs for Uniformed Division personnel.
This position is being announced to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed Dec 31, 2028.

Hired with the OPM approved salary off-set waiver granted to the Secret Service, annuitants can:

  • Work Full-Time
  • Maximum age limit (under 60 at the time of appointment)
  • Earn Full Annuity and Full Salary
  • Earn Annual Leave and Sick Leave
  • New hires under this authority will be offered a 1-year term non-status appointment in the competitive service, with an option to be extended at the end of each year, for up to a total of 4-years.
  • Individuals appointed before December 31, 2028, may continue their employment until their not-to-exceed date is reached.

  • Submit to a drug test and credit check prior to your appointment and random drug testing while you occupy the position.
  • Submit to a polygraph examination prior to your appointment.
  • Possess a valid U.S. state motor vehicle operator's license and maintain a valid license while you occupy the position.
  • Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon or your conviction was expunged or set aside.
  • Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous and physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency.
  • Successfully complete a Mixed Basic or Reintegration Training Course as applicable.
  • Work long and irregular hours including holidays, weekends and evenings, and shift work.
  • Hearing loss, as measured by an audiometer, must not exceed 25 decibels (A.S.A. or equivalent I.S.O.) in either ear in the 500, 1000, and 2000 Hz ranges.
  • Possess uncorrected visual acuity of no worse than 20/100 binocular. Possess corrected visual acuity of 20/20 or better in each eye. (Note: Lasik, ALK, RK, and PRK corrective eye surgeries are acceptable eye surgeries. Applicants will be considered eligible for this position provided specific visual tests are passed.)
  • Financial disclosure report may be required.
NOTE: The person selected for this position may be subject to a one-year probationary period for supervisors/managers.

Qualifications

You qualify for the Chief position if you possess one year of specialized experience performing duties such as:

  • Providing supervision, leadership and program direction to a law enforcement unit/agency/command;
  • Enforcing county, state and federal laws, statues and ordnances; and
  • Communicating with high-ranking law enforcement and government officials in a variety of situations to enhance mission accomplishment.

Upon review, your resume and /or supporting documents need to reflect the one year of specialized experience requirement, in order to be considered. If the one year of specialized experience, equivalent to the next lower grade level cannot be identified in your resume, you will be considered not qualified.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Reemployed annuitants may only receive one appointment per job series.

General Medical Requirements:
