Summary

As the Chief, Verification Division, you will oversee the strategic direction and management of the division while advancing DHS priorities of immigration enforcement, national security, and safeguarding public systems. You will lead two critical programs:
1. E-Verify, ensuring employment eligibility compliance, and
2. SAVE, verification program that assists federal, state, and local agencies in verifying the citizenship and/or immigration status of individuals for various purposes.

Duties

As the Chief for the Verification Division, you will lead the E-Verify and SAVE programs ensuring their operational effectiveness, compliance with federal laws, and alignment with DHS's broader mission to protect the homeland, enforce immigration laws, and enhance national security. You will work collaboratively with stakeholders across DHS, USCIS, and external partners to advance the strategic goals of the Verification Division.

  1. Employment Eligibility Verification (E-Verify):
    E-Verify is an online system that helps employers confirm the eligibility of their employees to work in the United States. It verifies information provided by employees during the hiring process against federal government records to ensure compliance with immigration laws. By preventing unauthorized employment, E-Verify supports DHS's mission to enforce immigration laws and protect the integrity of the U.S. workforce.
  1. Systematic Alien Verification for Entitlements (SAVE):
    SAVE is a comprehensive verification program that assists federal, state, and local agencies in verifying the citizenship and/or immigration status of individuals for various purposes. These include determining eligibility for public benefits, such as Medicaid and housing assistance, verifying immigration status for professional licenses and credentials, and supporting election officials in voter verification to ensure compliance with citizenship and eligibility requirements.

Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). The ECQs and TQs should be evident in the 2-page resume.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Demonstrated executive-level experience leading operations focused on the collection, verification, and management of large-scale immigration data within a centralized, reliable system for verifying citizen and non-citizen status nationwide.
TQ 2: Demonstrated experience growing and optimizing programs that streamline mass status verification processes, integrating diverse data sources such as law enforcement records, social security numbers, and immigration timelines into a unified system.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not effectively demonstrate evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
