Duties
Plans, organizes, and oversees the activities of the Air War College Enterprise academic programs, ensuring all actions are based on the Commander's intent. Serves as primary point of contact for outside requests. Establishes policies and procedures to eliminate barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Develops policies and strategic plans for implementing Air Force officer professional military education, professional continuing education, and graduate education programs. Evaluates institutional effectiveness reports to assess compliance with applicable guidance. Serves as primary advisor to the AWC/CC on policies, programs, scholarship, and operations. Monitors and advises on faculty scholarly activities and production in support of the institutional mission and professional development. Coordinates with AU Office of Sponsored Programs-directed scholarship undertaken by faculty and students in support of the Secretary of the Air Force, Chief of Staff of the Air Force, and other key external stakeholders. Interfaces with Air War College commanders, commandants, directors, and deans to coordinate optimal performance and accreditation matters for all organizations. Engages in professional outreach across the Department of Defense in coordination with AU/CAO and in support of Air War College programs. Advises Air War College Centers and Schools on the processes and guidelines under Outcomes-Based Military Education as well as regional accreditation processes.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff on policies, procedures. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions. Appraises performance of subordinate supervisors and other employees and serves as reviewing official for employees rated by subordinate supervisors. Approves expenses for within-grade increases, overtime, and travel. Recommends awards for non-supervisory personnel. Initiates action to correct performance or conduct problems of employees directly supervised and reviews and/or approves serious disciplinary actions (e.g. suspensions, removals) involving non-supervisory subordinates. Reviews developmental needs of subordinate supervisors and non-supervisory employees and makes decisions on non-routine, costly or controversial training needs and/or requests for unit employees. Approves leave for subordinate supervisors and ensures adequate coverage in organization through peak workloads and traditional holiday vacation time. Explains classification determinations to subordinate employees. Addresses subordinates' concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace. Ensures that subordinate supervisors have effective interpersonal, communication, and managerial skills to supervise in the workplace.
Serves as primary advisor for faculty and staff management (requirements planning, acquiring, developing, employing, assessing/rewarding, and succession planning) to ensure mission success. At the direction of the AWC/CC and in close consultation with AU/CAO and AU/OAA, develops internal supplements to AU policy and procedural guidance for faculty recruitment, development, promotion, and retention. Advises on educational credentials, experiential qualifications, and teaching competence of AU faculty members. Oversees and mentors Deans, Associate Deans, and other academic leaders on professional development and career progression.
Develops and delivers graduate-level courses in support of Air War College Enterprise Centers and schools. Engages in professional research relevant to the mission of AU. Responsible for assessing student learning needs, designing/developing/presenting assigned curricula, and providing instructional feedback. Teaching includes but is not limited to in-residence graduate seminars of 8-14 students in core and elective courses; graduate-level lectures to large groups of students; faculty preparation for core course presentation; and faculty professional development sessions. Advises students on academic issues. Conducts research in pursuit of professional development as a scholar and/or to support course curriculum development, institutional decision-making, and/or as directed by supervisors and senior leaders.

Qualifications
- Comprehensive understanding of or the ability to adapt to military organizations, operations, and culture is highly desired.
- Proven leadership in an executive role (e.g., Commandant, Vice Commandant, Dean, Institute Director, etc.) in an OPME organization(s) or academic administration within a regionally accredited post-secondary institution offering graduate-level programs.
- Proven skills engaging and communicating successfully with diverse stakeholders to build consensus and cooperation.
- Knowledge of and experience with civilian and Joint accreditation processes.
- Significant leadership experience at a senior level in large complex organizations.
- A record of sustained teaching effectiveness and scholarly activity at the post-secondary level; at least 10 years of such experience is highly desired.
Education
MA or other graduate degree from a regionally accredited postsecondary institution in a discipline appropriate to the Air War College mission, which qualifies the incumbent to teach in one of the graduate degree programs, is required; PhD in similar national security-related field is highly desired.
