Candidates must have a Juris Doctorate degree from an ABA accredited law school and be a current member in good standing of the bar association of any state within the United States or District of Columbia. If not a member of the District of Columbia Bar, the incumbent must be eligible for admission without examination under DC Court of Appeals Rule 46(e)(3).
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications.
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show
in your resume that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. **If you are a current or former SES member OR a graduate of the Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP) and your ECQs have been certified by OPM's Qualification Review Board (QRB), you are only required to provide a narrative to the Professional/Technical Qualification listed in the vacancy announcement. Also, current or former SES members must include with your application a copy of your most recent SF-50, Notification of Personnel Action, verifying your appointment to SES. CDP graduates must include a copy of your OPM CDP graduation certificate.
Non-SES members must submit a narrative for each of the Professional/Technical Qualifications and the 5 Executive Core Qualifications.
Your application packet, including your resume, the Professional/Technical Qualifications (PTQs), and Executive Core Qualifications (ECQs), must not exceed 15 pages. Excess pages will not be considered.
Professional/Technical Qualifications (PTQs):
1. Skill in senior level management of programs in a variety of operational and administrative areas, including legal services, human capital management, information technology, strategic planning, policy development and financial management.
2. Skill in providing accurate and well-researched legal analysis, advice, and recommendations on a wide-range of topics, including operational and mission-support matters.
3. Demonstrated skill in written and verbal communication with a variety of audiences and demonstrated ability to interpret complex program policy and technical information to a variety of audiences.
Executive Core Qualifications (ECQs):
ECQ 1, Leading Change: This core qualification measures the ability to bring about strategic change, within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2, Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3, Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results, by applying technical knowledge, analyzing problems and calculating risks.
ECQ 4, Business Acumen: This core qualification involves the ability to acquire and manage human, financial and information resources strategically.
ECQ 5, Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and Local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common
goals.
