Summary

The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Duties

Oversee strategic initiatives and the daily activities of the IC CIO business functions (Support Services, Secretariat, Strategic Communications, and Organizational Health) and collaborate with office leadership to ensure strategic alignment with the mission, goals, and objectives of the IC CIO and ODNI.

Oversee key services and processes that enable and support core IC CIO business functions to achieve mission success with alacrity, acumen and in a sustainable fashion. Facilitate and drive repeatable processes to ensure mission effectiveness and ensure management and staff are kept abreast of emerging developments.

Lead staff in the planning, coordination, and organization of all essential information and materials to assist Senior Executives in the execution of daily mission objectives.

Lead a professional staff, assess performance, collaborate and oversee goal setting, and provide feedback on personal and professional development.

Lead staff in the planning, management, and coordination of strategic and tactical projects; in executing action taskings associated with assigned projects and providing project status reports to senior leadership.

Oversee Support Services:

Business Support: Provides logistics, IT, Security, COOP/COG, emergency management, etc. support that enable and support core IC CIO business functions to achieve mission success with alacrity, acumen and in a sustainable fashion. Helps facilitate, drive repeatable processes to ensure mission effectiveness.

Human Resources: Provides Leadership with timely, customer-oriented human resource services employing HR tools and creative solutions in accordance with IC CIO's Workforce Development Strategy to meet mission requirements; ensures IC CIO is able to attract, develop, and retain a highly qualified and diverse workforce.

Budget: Develops and oversees the planning, development, and execution of current year IC CIO expenditures and future IC CIO budgets to support and sustain IC CIO mission, vision and accomplish strategic objectives.

COTR: Oversees all IC CIO contracting activities to include managing the allocation and tracking of IC CIO contract FTEs to ensure contract support meets IC CIO mission needs and strategic goals.

Oversee Secretariat:

Serves as the central point of entry (i.e., IC CIO "front door") and dissemination point for correspondence and other official reporting for IC CIO and manages tasking/tracking, coordination, dissemination, and archiving for the office of the IC CIO in response to internal/external taskings.

Manages and administers internal and external Governance processes and forums to facilitate integrated, informed and timely decision-making to support IC IE Strategy and IC CIO objectives, including the validation and resolution of critical issues and establishment of consensus-based approaches to challenges across the diverse IC ITE and IE stakeholder base.

Oversee Strategic Communications:

Develops, promotes and ensures coordinated delivery of effective and strategic IC CIO communications and key messaging about IC CIO, IC ITE, and IC IE in partnership with stakeholders to support and further IC CIO mission and accomplish our strategic priorities.

Oversee Organizational Health:

Org Planning & Assessment: Facilitates development and implementation of processes to shape organization strategic direction, priorities and goals; and address overall organizational health and ensure IC CIO is achieving its mission goals. This function is responsible for organizational planning, prioritization, and tracking of performance goals that gauge various aspects of organizational health and climate.

Liaise and maintain effective working relationships with other ODNI components, and within the organization to address issues that span multiple mission or program areas.

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements:

10 years of experience demonstrating: (1) understanding of Intelligence Community mission and priorities; (2) strong critical thinking, writing, and editing skills; and (3) supervisory or management experience working with Executives and demonstrating Attention to Detail, Communication, Problem Solving, Organizational Management.

Superior organizational, managerial, and leadership skills, including ability to effectively manage the professional development of staff employees.

Superior strategic and tactical planning, critical thinking, and analytical skills in order to propose innovative solutions and implement change with resourcefulness and creativity.

Superior interpersonal, organizational, and problem solving skills; ability to coordinate, network, and communicate across the IC CIO, ODNI, IC and U.S. Government agencies.

Superior oral and written communication skills, including the ability to clearly convey complex information to audiences of all levels.

Superior ability to work effectively with teams, build and sustain professional relationships, exert influence effectively at all levels across the IC.

Superior ability to establish goals, manage workflow, and identify professional development needs for employees.

Superior research, planning, and organization skills, and superior ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail; including the superior ability to interpret complex information from multiple sources.

Superior ability to work effectively with senior leadership in a highly active, fast-paced, and demanding organization. Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development at all levels of personnel. Desired Requirements:

Knowledge of office management and administrative functions involving logistics, facilities, budget, finance, contracts, travel, security, and HR procedures and systems.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
