Minimum Qualifications:
1. Candidates for this executive position must demonstrate a proven track record of competence within the public or private sector performing the full range of executive management duties.
2. Must be highly skilled in written and verbal communications, have excellent presentation skills, and possess proven leadership abilities.
3. To qualify for this position, you must have at least 1 year of specialized experience equivalent to the next lower level which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying experience must be demonstrated by accomplished work assignments that demonstrate the following:
a. Ability to direct a multi-faceted organization entity that manages several essential supporting and facilitative services;
b. Ability to plan, direct and oversee the development, installation and management of a strategic transformation and communication program on a nationwide level;
c. Ability to provide creative solutions to complex organizational, personnel, resource, and planning problems under conditions of extreme pressure;
d. Skill in performing managerial functions including staff planning, direction and evaluation (i.e., setting priorities, determining resource requirements, organizing work, establishing deadlines, monitoring progress, and evaluating outcomes); and
e. Ability to interact with diverse people and skill in maintaining effective working relationships with officials and executives inside and outside of an organization;
f. Ability to understand and effectively blend the tactical and support needs of the Army.
Preferred are those candidates who possess education consisting of a baccalaureate or higher level degree and have applicable professional experience in a military service environment performing duties similar to those described above.
Highly Qualified Criteria:
1. Experience as staff advisor or operational manager or major department head with a media organization or a government agency/department.
2. An advanced degree in business administration (MBA) or a similar post graduate degree.
3. Direct supervisory experience.
4. Experience in analyzing operational issues and developing and implementing solutions.
5. Experience in developing procurement and strategic planning documents.

Healthcare Access and Availability:
- If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
- If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12.
- Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
