Duties

Within the IMCOM G9 Child and Youth Services' (CYS) Inspection and Analysis Branch, serves as the Child Abuse Prevention Specialist and recognized Subject Matter Expert. Applies professional knowledge and expertise to develop IMCOM policy and operational guidance. Monitors and evaluates the execution of Army-wide programs and services to ensure practices which mitigate possible abuse factors. Maintains liaison with Family Advocacy and safety programs to coordinate at-risk assessments. Responsible for ensuring that required risk assessment measures are implemented and evaluated in every Army CYS program annually. Serves as the Army CYS Services Point of Contact for the Commander Critical Incident Report (CCIR) and Report of Unusual Incidents (RUI) to ensure all programs report and evaluate instances of child abuse and injury. Analyzes reports and statistics to identify trends and training needs. Conducts site visits to ensure consistent implementation of the risk assessment process. Leads teams and develops resources for Garrison CYS programs to include a variety of learning materials, activities, tools, and training to assist staff in identifying and/or preventing cases of abuse, neglect, or child danger. Serves as CYS inspector in Army Higher Headquarters Inspection (AHHI) and conducts caregiving staff observations and evaluations. Coordinates with IMCOM Staff Judge Advocate to ensure child abuse prevention programs comply with federal policy and Army regulations. Executes Directorate effort to provide technical assistance through training workshops, process action teams, on-site visits, and inspections. Develops and communicates the strategic/key messages for CYS programs through written/visual mediums (such as information and staff papers, slides, reports, flyers, and brochures). Represents and speaks for IMCOM on child and youth issues as they relate to child abuse prevention. Provides specific project officer support to Army-operated and Army-sponsored programs. Develops contract specifications for program materials and services.

Qualifications

RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying). Basic Education Requirement:
1. A bachelor's degree or higher that included or was supplemented by at least 24 semester hours in special education, early childhood education, child development, elementary education, home economics (early childhood emphasis), or other closely related field such as psychology/sociology or social work (must include 24 semester hours in child psychology, sociology of the family, developmental psychology, social work with child/family emphasis); OR
2. Completion of 24 semester hours in coursework as indicated above, plus additional related coursework or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study.
In addition to meeting one of the education requirements above, candidates must possess progressive experience which included at least one year experience performing directly-related duties equivalent in scope and complexity to the next lower grade level as follows:
1. Direct experience in administering a child development or school-age center-based program which included all of the following: Staff training, parent education, conducting child development assessments, and evaluating program effectiveness.
2. Experience in coordinating resources with partnering agencies, schools, social services, or community organizations.
3. Broad demonstrated knowledge of child abuse and child safety issues, and of federal laws/regulations related to child welfare.
4. Communication skills gained through the delivery of formal written and verbal presentations.

In addition to the above, highly-qualified candidates will possess a post-graduate degree in directly-related disciplines which included coursework in child or family psychology/sociology, child welfare, child development, or similar; OR experience working as a coordinator or director of a large-scale program which included substantial duties in the area of child abuse prevention.
