Summary

This position is assigned to Joint Base Pearl Harbor-Hickam; (JBPHH) Military and Family Support Center (MFSC). The primary purpose of the position is to provide direct service in the form of counseling children, families, and groups on matters pertaining to family dynamics, parent-child interaction, couples communication, stress reduction, adjustment to military lifestyle, Family Advocacy Program (FAP) case management, treatment services and psycho-educational training programs.

Duties

Clinical Counseling 50%

  • Provides assessment and short-term, solution focused counseling services to eligible children, individuals, marital or intimate partners, families and/or groups.
  • Coordinates and manages specialized assessment and intervention services for at-risk children identified both inside and outside of the Family Advocacy Program (FAP).
  • Serves as primary point of contact for child cases ensuring all actions are in compliance with Department of Defense (DoD) and Navy directives and civilian reporting requirements.
  • Reports suspected child abuse and domestic abuse/violence to the local civilian authorities and the Family Advocacy Representative in accordance with (IAW) Navy and state requirements.
  • Participates in site/regional quarterly quality assurance procedures to ensure all clinical services provided are safe and of good quality.
  • Documents and maintains current records in the Fleet and Family Support Management Information System (FFSMIS) Case Management System pertaining to all assessment and counseling services provided.
  • Assesses children/family needs; explores basic personality structure in relation to behavior patterns, mechanisms, and symptoms. Receives and assesses referrals made by military and civilian agencies. Coordinates legal, medical and social services including commands, to assist in treatment and referral.
  • Initiates, develops, and facilitates group treatment programs to address the needs of families, children and adolescent groups.
  • Demonstrates effective independent clinical assessment skills by identifying crisis situations (e.g., suicide or homicide risk, danger of physical or sexual abuse to family members, and increased risk of further family violence). Provides crisis intervention and safety planning as required.
  • Independently manages assigned cases, consulting with the FFSC Counseling Advocacy Supervisor, Regional Quality Assurance Specialist or Counseling and Advocacy Program Coordinator where the case is highly complex or presents with special issues. Complies with reporting protocols involving high risk and high visibility cases.
  • Maintains case records, treatment plans, and statistics in accordance with Navy policies and regulations and updates the FFSMIS and scheduling programs as required.
  • Responsible for compliance with FFSC quality standards and Counseling Desk Guides.
  • Provides immediate intervention and risk assessment IAW best practices in the mental health community and educates and ensures adequate referral and follow-up of any case presenting suicidal or homicidal risk.
  • Provides after-hours coverage for the FFSP in Outside Continental United States (OCONUS) locations, when required.
Case Management 35%
  • Performs Family Advocacy Program (FAP) Case Management duties, which include receiving initial reports of suspected child and spouse abuse from military and civilian representatives and taking all steps required under the FAP.
  • Provides safety planning, case management, treatment, and education services related to child abuse and spouse abuse.
  • Serves as designated case manager and primary FAP point of contact for spouse and child abuse cases ensuring all actions are in compliance with DoD and Navy directives and civilian reporting requirements.
  • Provides timely completion of all required assessments and documentation (e.g., Family Advocacy Risk Assessment). Uses information for presentation of initial case reviews at the Incident Determination Committee (IDC).
  • Completes concise case presentations to the Family Advocacy Representative for presentation to the IDC.
  • Provides ongoing case management services to assess service and family member needs, confirms follow-through with treatment recommendations, and provides additional resource referrals as warranted by the case status.
  • Develops and provides group and individual treatment targeting at-risk and substantiated victims and offenders of family violence.
  • Prepares and maintains program documentation, records and reports. Provides timely and accurate completion of the DD Form 2486 to address the status of all allegations related to assigned cases.
  • Ensures mandated reporting of child and spouse abuse is completed in accordance with DoD, federal, and state laws governing mandated reporting of family violence. Maintains clinical case records, treatment plans and required statistical data. Prepares case summary reports and maintains ongoing contact with the Family Advocacy Representative for all child sexual abuse cases involving alleged active-duty offenders
  • Facilitates FAP training and education services as directed or required, to ensure active-duty military and their families are aware of the problems of domestic violence and services available to them, conducts briefs, workshops, and training related to family violence for clinical staff, IDC members, and Command Point of Contacts where appropriate.

  • Knowledge of, and ability to apply, various counseling approaches such as behavior modification, client-centered, rational-emotive, family systems, brief solution-focused, and reality therapies.
  • Knowledge of dynamics and diagnostic skills necessary for family violence identification, risk assessment, and safety planning.
  • Knowledge of family violence treatment principles for victims and offenders.
  • Knowledge of group dynamics.
  • Knowledge in the areas of family systems, particularly as it relates to patterns of abusive behavior and abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency.
  • Ability to recognize and define personal and social problems, to independently reach accurate conclusions, and to provide appropriate solutions.
  • Ability to effectively interview and clinically respond to the needs of clients, including assessing suicidal and homicidal risks and substance abuse issues.
  • Ability to communicate orally to interview alleged offenders and victims; to maintain cooperative and professional relationships with law enforcement, Child Protective Services, medical treatment facilities, and senior personnel from commands of offenders and victims; prepare documentation for presentation at the IDC and participate in case discussions regarding assessment; make presentations; and exercise strong facilitation skills for individual and group counseling.
  • Ability to communicate in writing to develop and prepare case management memos, correspondence, and reports; to document psycho-social assessments, treatment plans, and IDC reports; to develop lesson plans for briefing and classroom presentations.
  • Knowledge and ability to use a personal computer and a variety of software programs to develop multi-media presentations and to facilitate work assignments.

Education

A master's degree or doctorate in Social Work, Marriage and Family Therapy, Counseling or Clinical Psychology or related field from an accredited institution from any US State.

Have and maintain a current and valid state clinical license that permits the incumbent to function as an independent health practitioner and fully meet and maintain the Tier II or Tier III SECNAVINST 1754.8 requirements.

  • Participates in development of group treatment curriculum including, where appropriate, session-specific materials, and research-based justifications. Participates, as directed in coordinating and providing in-service training to other FFSP staff.
  • Assess all reports of alleged child and domestic abuse IAW current Navy assessment protocols and procedures, to include interview of alleged offenders, victims, children, and other witnesses.
  • Develops appropriate, risk-focused treatment for victims and perpetrators of child and domestic abuse in accordance with Navy Certification standards.
  • Prepares information about alleged incidents of child and domestic abuse for the Family Advocacy Representative's presentation to the IDC for status determination.
  • Prepares incidents for discussion at the Clinical Case Staff Meeting (CCSM) for designation in does not meet criteria incidents, treatment planning and recommendations, periodic review and transfer and closure.
  • Coordinates intervention services for offenders, victims or other family members referred to FAP.
  • Participates in site/regional quarterly quality assurance procedures to ensure all clinical and children services provided are safe and of good quality.
  • Documents and maintains current records in the FFSMIS Case Management System pertaining to all FAP case management, Clinical Counseling and intervention services provided.
  • Ensures staff delivering FAP and Clinical Counseling case management and intervention services are accounting for all services scheduled and delivered in the automated Centralized Scheduling and Metrics system in use by the FFSP

Community Liaison 15%

  • Serves as liaison and maintains a working relationship with necessary and appropriate city, county, state, federal, and non-government agencies as well as military commands to further a comprehensive education/prevention program with regard to clinical counseling/FAP services affecting military personnel.
  • Participates in community liaison meetings to establish or strengthen relationships with other agencies serving the target population. Provides summaries of liaison meetings for supervisor review and makes recommendations to supervisor for further collaborations that will reduce duplication of service and expand the range of programs for the population serviced.
  • Educates and provides case-specific consultation to military and civilian agencies about counseling services, FAP, risk assessment, clinical issues, treatment, and IDC/CCSM processes.
  • Maintains complete and timely records and workload statistics using forms and automated systems as directed.
  • Participates, and partners with civilian community service boards, child protective services and child advocacy centers within the local community.
  • Identifies and/or develops marketing and other information materials that support the mission of the CAP within the FFSC (e.g., specialized brochures, articles for the base newspaper).
  • Assists the Family Advocacy Representative in developing case management protocols and program delivery criteria and identifying gaps in existing services.
  • Participates in the CAP Quality Assurance Program and peer review process as directed.
  • Testifies at juvenile court, family court, and any military legal hearing regarding Family Advocacy cases as appropriate.
  • Participates in committees and boards as directed such as CDC Quality Review Boards, Family Advocacy and Sexual Assault Prevention and Response.
