Summary

The CDC Director plans, manages, and oversees all operations to ensure high-quality, regulatory-compliant care for children ages 6 weeks to 5 years. Responsibilities include staff supervision, policy development, budget oversight, safety compliance, training, and program evaluation. The Director promotes child growth, staff development, and family involvement while ensuring a safe, inclusive, and effective environment.

Duties

The Child Development Center (CDC) Director is responsible for the strategic planning, management, and supervision of all operations within the CDC to ensure compliance with legal and regulatory standards while meeting the developmental needs of children and expectations of families. The Director formulates goals aligned with organizational objectives and interprets federal, DOD, USAF, and MAJCOM policies to guide administrative and operational functions. They develop age-appropriate programs designed to foster social, emotional, cognitive, and physical development for children aged six weeks to five years, including those with special needs.

A major part of the role includes planning and assigning tasks to subordinates, prioritizing work, and ensuring that staff capabilities are effectively aligned with job requirements. The Director advises and mentors subordinate supervisors, structures the organization to enhance efficiency, and manages workload distribution. They monitor and evaluate the program through inspections, reviews, and follow-ups to ensure continuous improvement and alignment with regulatory standards.

The Director ensures high-quality programming by developing individual and group educational activities, maintaining safe environments, and securing necessary equipment and materials. They are responsible for identifying children who may need special attention and coordinate with military and civilian agencies for referrals, services, and training. Compliance with DOD and NAEYC standards, including fire safety and accreditation requirements, is a key part of the job. The Director oversees implementation of the USDA Child Care Food Program and ensures curriculum-based training addresses areas such as abuse prevention, fire safety, and child development.

Additionally, the Director supervises the center's full-day, part-day, and specialized care services. They ensure safety standards are upheld within the facility, on playgrounds, and during child transport. They promote family engagement, develop parent education programs, and provide resources for financial and professional support. The Director is responsible for mandatory reporting in suspected abuse cases and represents the CDC in interactions with high-level leaders and base organizations.

Financial oversight is a significant component of the role. The Director prepares, executes, and monitors both Appropriated (APF) and Non-appropriated (NAF) funds to ensure programs meet financial objectives. This includes management of salaries, contracts, purchases, travel, and capital expenditures. They maintain accountability and integrity of financial records, including USDA food reimbursements, donations, and patron fees. The Director also serves as the GPC approving official and primary custodian of equipment and facility accounts. They conduct evaluations for cost-effectiveness and ensure compliance with Air Force asset protection directives.

Facility management includes determining adequacy and identifying needs, initiating maintenance or renovations, and monitoring construction projects. The Director works closely with Civil Engineering, safety officials, and fire personnel to inspect and ensure safety measures are in place. They develop and test evacuation plans monthly and ensure playgrounds and classrooms are designed appropriately for each age group.

As a senior supervisor, the Director manages personnel decisions, performance appraisals, and employee development. They select staff, ensure fair application of performance standards, provide feedback, and serve as reviewing officials for subordinate evaluations. They address grievances, disciplinary issues, and ensure documentation is handled properly. The Director also oversees leave requests, ensures adequate staffing coverage, and promotes a positive, inclusive, and discrimination-free work environment. They support EEO initiatives and maintain a workplace that fosters employee empowerment, collaboration, and mission success.

Finally, the Director ensures that subordinate supervisors are equipped with the interpersonal and leadership skills necessary to manage a diverse team effectively. They discharge security responsibilities by ensuring all personnel comply with relevant security directives and maintain safety for employees and children alike.

QUALIFICATIONS:

(1) A 4-year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or related field of study AND 3 years of full-time experience working with children and/or youth.

OR

(2) A Master's degree in the related field of study AND minimum of 1-year professional experience working with children.

(3) Knowledge of the principles of child development and in designing and managing an exceptionally complex program that includes, but is not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management.

(4) Knowledge of and skill in applying both Federal and State laws governing the detection and prevention of child abuse and/or neglect.

(5) Knowledge of facility design, functional use, and maintenance concepts; DoD, local and state child regulations and procedures as well as other regulations and instructions pertaining to military childcare.

(6) Knowledge of financial management, budgeting, and purchasing as it pertains to a child development program.

Skill working with military families and an understanding of military lifestyles is preferred. ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Ability to identify and respond to emergency situations, including evacuations, child illness, and physical and emotional disorders. Ability to supervise others, exercise sound business skills, and provide positive personnel management.

adjudication of applicable background investigation (Tier 1 Level) is required.

Education
