The purpose of the Child Development Center (CDC) Director with Oversight position is twofold: (1) to administer a developmentally appropriate child development program for children of eligible patrons; and (2) oversee all installation Child and Youth Programs (CYPs). Administration includes the direction and operation of a medium CDC (101-199 children).

Duties

Supervisory duties comprise 25% of incumbent's time and include but are not limited to:
-Directs and provides oversight of work to be accomplished by staff comprised of CYP Management and Training staff, NF-1701-04 (GS-09 to GS-11 equivalent) and the School Liaison Officers, NF-1701-04 (GS-09 to GS-11 equivalent).
-Provides subordinate supervisors and staff with direction and determinations regarding policies, procedures, and guidelines. Establishes local performance standards and requirements for employees, contractors, and volunteers. Visits programs during all hours of operations on a regular basis. Conducts annual performance reviews of staff.

General duties comprise 75% of incumbent's time and include, but are not limited to:
Program Management

-Provides oversight and accountability for the performance of employees and the safety of children in accordance with Department of Defense (DoD), Department of Navy (DoN), and local policies and standards.
-Initiates and maintains partnerships with both on- and off-installation local schools. Interfaces with local school board representatives to establish state run Pre-Kindergarten Programs or official CYP sponsored Pre-Kindergarten programs.
-Oversees CYP food service program to ensure compliance with applicable Navy and USDA food program policies and procedures to include proper meal components and food service/preparation and storage.
-Establishes policies and procedures for accomplishment of age-appropriate programs to all children through individual and group developmental and educational settings to stimulate and sustain social, emotional, cognitive and physical growth of children.
-Ensures the development and implementation of the established curriculum.
-Participates actively and positively in managing and resolving issues with parents, volunteers and/or employees.
Program Operations
-Implements and monitors policies to include guidance, fee policies, program registration/enrollment, baseline standards and benchmarks, key management control and space utilization goals. Develops operational procedures to anticipate installation needs and trends and documents results.
-Coordinates with all installation Directors to ensure an installation Parent Participation Plan, including a Parent Information Board (PIB) that includes parents and representatives from respective applicable component areas such as CDC, FCC, SAC, and YP is implemented.
-Ensures inclusion accommodations are facilitated and implemented throughout CYP and facilitates a CYP Inclusion Action Team meeting as required for more complex needs. Acts to attain resources/implement policies to meet command objectives and IAT recommendations.
-Assumes duties of the Family Child Care (FCC) Director when assigned if the CYP has less than 10 Active and In Process FCC Providers.
Budgeting and Financial Management
-
Compiles program statistical data for reports and data calls and keeps Command informed of trends, policy changes, program deficiencies and needs for the installation CYP.
Facility Operations Management
-Determines adequacy of facilities and identifies additional facility needs. Initiates work requests, coordinating and seeking approval for facility needs from routine maintenance to major renovation or construction.
-Oversees kitchen and food service operations to ensure safe handling processes and functioning equipment in accordance with fire, safety, and health standards.
Interactions and Relationships
-Interacts professionally with employees, parents, volunteers and local installation command personnel.
-Participates actively and positively in managing and resolving issues with parents, volunteers, and/or employees.
Compliance
-
Routinely inspects assets, to include vehicles and takes steps to ensure ongoing maintenance is scheduled and completed. Ensures compliance and adherence to the standards and criteria developed by the DoD, DON, and/or CNIC policy, regulations, and procedures and accreditation criteria. Implements recommendations or corrective actions to address discrepancies or findings from inspections or accreditation visits. Prepares responses to inspection reports. Follows-up to ensure complete and quality resolution of discrepancies.
Additional Responsibilities
-
Serves as a mandatory reporter to Family Advocacy Programs and Child Protective Services.
-As needed, represents CYP in Installation Determination Committee investigations and Problematic Sexual Behavior in Children and Youth Multi-Disciplinary Team Assessments.

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs.

Appropriate education and 4 years of full-time experience working with children and/or youth or combination of education and experience appropriate to the position.

Professional knowledge of the principles of child development and in designing and managing an exceptionally complex program that includes, but is not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management.

Knowledge of DOD, DON, local and state child regulations, instructions and procedures pertaining to military child care.

Knowledge of Federal and State laws governing the detection and prevention of child abuse and/or neglect.

Knowledge of facility design, functional use, and maintenance concepts. Knowledge of financial management, budgeting, and purchasing as it pertains to a child development program.

Skill in program planning, organizing and coordinating to devise and carry out a variety of program components.

Skill in interpersonal communication and leadership skills to facilitate and organize a collaborative and cohesive installation CYP team.

Ability to supervise others, exercise sound business skills and ability to provide positive personnel management.

Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills

Education

A 4-year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or related field of study AND 4 years of full time experience working with children and/or youth.

OR

A Master's degree in the related field of study AND minimum of 1 year professional experience working with children.

OR

A combination of education and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of fulltime experience working with children and/or youth.

The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.

Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
