Summary

The Chiropractor (PMRS Whole Health Supervisor):

Provides clinical supervision for PMRS Whole Health clinicians across VA Portland Health Care System (VAPHCS) and Community Based Outpatient Clinics (CBOC). Oversees administrative aspects of Whole Health service delivery with the Whole Health Division. Serves as a Whole Health expert for program development and leadership. Delivers direct patient care within their professional scope.

Duties

Portland is a port city in the Pacific Northwest and the most populous city in the U.S. state of Oregon. Situated in the northwestern area of the state at the confluence of the Willamette and Columbia rivers. Portland is known for having the amenities of a major city (such as an international airport, an efficient public transit system, major league sports teams and many museums and art galleries) and the charms of a small city (such as plentiful arts and crafts fairs, independent bookstores and local traditions like the annual Rose Festival Parade). Rain or shine, you can take advantage of the city's proximity to nature by playing in the Willamette River, wandering through lush public parks and gardens, biking the city's 162 miles (261 km) of bike lanes and hiking trails both within city limits and in the nearby Columbia River Gorge.

Major Duties and Responsibilities Include but are not limited to:

Clinical Supervision

  • Provides direct supervision for Whole Health clinical staff, including Physical Therapists, Physical Therapy Assistants, Occupational Therapy Assistants, Nurses, Psychologists, Social Workers, Peer Supports, Chiropractors, and Recreational Therapists.

  • Works under the leadership of the PMRS Clinical Manager to:

    • Develop and evaluate goals, and analyze workload to ensure clinician productivity and efficiency.

    • Ensure equitable workload distribution among clinicians.

    • Maintain sufficient knowledge of each clinician's duties, skills, and work environment.

    • Establish coverage plans to optimize patient care and resource utilization.

    • Use data reports to determine resource needs for clinical workload completion.

    • Instruct employees in tasks and techniques both orally and in writing.

    • Perform chart reviews to ensure compliance with documentation standards.

    • Identify and provide developmental training opportunities for clinical staff.

    • Conduct disciplinary actions, annual and semiannual appraisals, and annual competencies.

    • Perform weekly walk-throughs, initiate and follow up on work orders to ensure timely completion.

    • Provide oversight to the Clinical Education Coordinator and serve as clinical supervisor for students.

Administrative Oversight

  • Fully knowledgeable of all policies and institutional goals related to Whole Health services delivery at VAPORHCS.

  • Ensures compliance with all national and local mandates and directives related to PMRS Whole Health care.

  • Ensures adequate space, equipment, and supplies for safe and competent delivery of Whole Health services.

  • Ensures optimization of encounters, stop codes, note titles, and workload/productivity capture measures.

  • Assists in developing department policies and procedures.

  • Participates in JC/CARF accreditation efforts related to Whole Health, meeting all required deadlines.

  • Monitors Veteran satisfaction reports (e.g., Medallia) to ensure services meet or exceed expectations.

  • Provides administrative coverage during the Clinical Manager's absence.

  • Acts as liaison between the Whole Health Division and PMRS to enhance communication and interdivisional efficiency.

  • Participates in recruitment, retention, and staff development for Whole Health; may serve as selecting official for hires.

  • Collaborates with Community Care to assist in the development of community-based Whole Health modalities.

Whole Health Expertise

  • Develops and maintains broad experience and education in Whole Health best practices and current research.

  • Attends local and national trainings as directed by the PMRS Clinical Manager.

  • Educates health professionals and trainees on Whole Health principles and practices.

  • Serves as a liaison with local and national Whole Health experts to sustain professional expertise.

  • Participates on institutional committees and teams to provide Whole Health subject matter expertise.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Degree of doctor of chiropractic, or its equivalent, resulting from a course of education in chiropractic. The degree must have been obtained from one of the schools or colleges approved by the Secretary of Veterans Affairs for the year in which the course of study was completed.
    • (1) United States schools or colleges of chiropractic listed as accredited by the Council on Chiropractic Education, at http://www.cce-usa.org/, or equivalent agency, in the list published for the year in which the course of study was completed. (2) Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure.
  • License: Current, full and unrestricted license (Doctor of Chiropractic) to practice chiropractic in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Physical Standards: See listed below.
  • English Language Proficiency: Doctor of Chiropractic appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
Grade Determinations: Grade determinations will be based on the following requirements, the selected applicants qualifications and the duties of the position to be filled.

Associate Grade (11):
  • None beyond the basic requirements.
Full Grade (12):
  • Two years of full-time chiropractic practice or its equivalent. One year of full-time post-graduate residency specialty training from a chiropractic school or college accredited by the Council on Chiropractic Education, or equivalent agency approved by the Secretary of Veterans Affairs, is acceptable in lieu of the 2 years of practice. Candidate must have demonstrated the professional competence and performance necessary to provide independently the full range of clinical diagnosis and chiropractic treatment for the most prevalent neuro-musculoskeletal conditions including subluxation complex.
Intermediate Grade (13):
  • A doctor of chiropractic at the Intermediate grade meets the requirements for Full grade and the requirements and the requirements outlined below:
    • A total of 4 years of chiropractic practice or its equivalent. Acceptable in lieu of 4 years of practice is completion of a 3-year full-time post-graduate residency program from an accredited U.S. chiropractic college, as evidenced by documentation of completion (e.g., transcript), which renders the doctor of chiropractic eligible for certification by a specialty board recognized by the American Chiropractic Association, the International Chiropractors' Association, or the American Board of Chiropractic Specialties to obtain Diplomate status.
    • Demonstrates a high level of professional attainment. Examples of such attainment are:
      • a) Is a recognized expert in dealing with a variety of unusually difficult chiropractic cases which are referred by other facilities for resolution and recommended courses of action to provide for maximum rehabilitation. Typically, in this capacity serves as a consultant to doctors of chiropractic or other professionals in other health care facilities.
      • (b) Has assumed responsibility for a multi-faceted chiropractic program including clinical research and/or training requiring a high degree of competence and skill in developing innovative, new and advanced diagnostic and treatment techniques. Typically, the program is in an educationally affiliated health care facility having a chiropractic training program of moderate scope involving liaison with other medical services and affiliated schools. (c) Played a significant part in the conduct of research in a problem area of considerable scope and complexity that required novel approaches and which resulted in answers to important questions or important changes in existing methods and techniques. Publications authored by the doctor of chiropractic are of considerable value to others in the individual's field. Typically, overall contributions are recognized by serving on important committees or other bodies in the profession.
      • (d) Has full responsibility for carrying out a chiropractic training program of significant size in which the doctor of chiropractic is responsible for maintaining liaison with the affiliated school and other educational institutions and professional or scientific organizations. The individual has displayed innovative approaches in development of curriculum and course content and in expanding and improving the educational program.

The full performance level of this vacancy is GS13. The actual grade at which an applicant may be selected for this vacancy is in the range of GS11 to GS13.
