Summary

As a Civil Engineer, you will serve as subject matter expert on a diverse range of professional engineering issues within your region.


Location of position: Public Building Service, San Francisco, CA


The Design & Construction Division provides expertise and technical support for the planning, design, repair and alteration, modernization, build-to-suit leased facilities and federal building construction.

Duties

Duties include, but are not limited to:

  • Applies expert knowledge of the latest engineering standards including requirements and specifications and provides recommendations and directions to technical and professional staff. Coordinates with other assigned personnel to assure that all  technical areas are covered, that proper design consideration is given and that the total project objectives and schedules are met.
  • Prepares statement of professional scope of work and negotiates contract specifications and design changes with organizational elements of the agency and contractors. Participates in review of bids, contractors' proposals, contract specifications and designs, as well as in contract negotiations and technical and business discussions with contractors.
  • Represents GSA and the Contracting Officer on Architect/Engineer, Construction Management, and Construction contracts as the Contracting Officer’s Representative (COR). Exercises full delegated authority for the Contracting Officer, reviewing and inspecting the work as it proceeds in compliance with contract requirements.
  • Independently or as a “team leader”, conducts briefings, discussions, and negotiations with high level agency representatives, GSA management, and project teams, contract A/E firms, construction firms and external stakeholders to resolve controversies, promote innovative design and construction approaches, and develop consensus on project with state of the art engineering issues or other sensitive professional matters.

The GS-13 salary range starts at $128,717.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions.

  • Degree: Professional Engineering. To be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.

  • Degree: Professional Engineering including differential & integral calculus & courses (more advanced than 1st yr. physics & chemistry) in 5 of the following areas: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields & circuits; nature & properties of material (relating to particle & aggregate structure to properties) & any other comparable area of engineering science or physics such as optics, heat transfer, soil mechanics, or electronic.

  • College level education, training and or technical experience that furnished (1) a thorough knowledge of the physical & mathematical sciences underlying professional engineering, and (2) a good understanding both theoretical and practical, of the engineering sciences and techniques, and their applications to one of the branches of engineering, evidenced by current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.

  • College level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical & mathematical sciences underlying professional engineering, and (2) a good understanding both theoretical and practical, of the engineering sciences and techniques, and their applications to one of the branches of engineering, evidenced by successfully passing the Engineer-in-Training (EIT) examination OR successfully passing the written test administered by the Boards of Engineering Examiners in the various States, D.C., Guam or Puerto Rico.

  • College level education, training & or technical experience -- Evidenced by successful completion of at least 60 semester hrs. or courses in the physical, mathematical, & engineering sciences & in engineering that included the courses specified in Option A above. Courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.

  • College level education, training & or technical experience - Evidenced by successful completion of a curriculum leading a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), AND at least 1 year of professional engineering experience acquired under professional engineering supervision & guidance.


SPECIALIZED EXPERIENCE:  

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is providing expert technical and consultative advice and applying professional civil engineering principles, concepts, and practices in the design of construction or alteration projects involving large and complex buildings or major building systems. Such experience must include having independently managed projects (balance scope/quality, schedule and budget) and coordinating the services of multiple disciplines from project initiation phase through project closeout.

Knowledge, Skills, Abilities and Competencies required for the position are:

  • Mastery of advanced professional principles, concepts, and practices of civil engineering required to serve as a technical expert on key design and construction initiatives and policies and/or project manager for designated major building projects. Knowledge of related engineering fields (outside the incumbent's specialty area) to ensure that areas of overlapping technical responsibilities receive proper consideration; skill is required to apply the latest developments in building design and construction to resolve complex or unprecedented problems.

  • Knowledge of and skill in applying concepts and procedures associated with project management, financial management and/or procurement vehicles to achieve project goals and objectives.

  • Mastery of civil engineering principles, practices, concepts and theories sufficient to enable the incumbent to serve as the regional expert in developing and or reviewing specifications and design criteria for new construction, major projects. Knowledge of civil engineering practices and techniques related to the renovation, restoration and adaptive re-use of existing building site as well as the design and construction of new facilities.
