To meet the basic qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of your transcripts or other applicable documentation for verification, AND (3) meet the specialized experience requirements for each grade you are applying to. Please review the following information before proceeding with the application process:
For the GS-13: you must have at least one year of specialized experience, equal or equivalent to the GS-12 grade level, which included:
- Mastery of and skill in applying highway engineering principles, concepts, standards, methods, and practices in multiple specialty areas in order to represent the office in stewardship and oversight of FHWA State DOT Highway Federal-aid highway projects and to provide expertise in resolving highly complex technical issues/problems in engineering design, construction, maintenance, safety, operations, and other functional areas as assigned.
- Mastery Level knowledge of Federal, State, and local laws, regulations and processes, FHWA program policies and standards, Risk-Based Stewardship and Oversight Plans, and other guidance related to the Federal-aid Highway Program.
- Knowledge of requirement related to other disciples, such as structures, pavements, materials, safety, traffic operations, Intelligent Transportation Systems (ITS), environment, transportation planning, and right-of-way sufficient to ensure State compliance with requirements and coordinate with appropriate staff as needed.
- Skill in resolving highly complex technical problems/issues and in assessing highway needs and translating these needs into engineering plans, program operations, and designs to provide technical assistance to State partners.
- Skill in communication in order to work in teams, provide technical assistance, promote program practices and technologies, and influence decision-making.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Civil Engineering - Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems.
- Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
- Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
- Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
- Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
