In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. BASIC REQUIREMENT FOR ALL ENGINEER POSITIONS:

Engineering Series for education requirements. (NOTE: Applicants MUST submit/upload a copy of the transcripts with the application package. For application purposes, unofficial transcripts are acceptable.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience GS-11: One year of specialized experience which includes develop engineering designs and plans for mechanical utility systems (e.g., heating, ventilating, air conditioning and refrigeration) as part of construction projects for facilities; evaluate the engineering, design, or construction work performed by other engineers or contractors to ensure compliance; perform engineering calculations necessary for the design of mechanical systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as civil and structural engineering.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience which includes: 1) Design structural features of the design and construction of various facilities, including airfields, water systems, roads, bridges, erosion control structures, and troop housing, 2) review and evaluate design documents specification conformance, 3) visit construction sites to verify quality, adherence to technical standards and identify and resolve issues, 4) assists as an approval authority for contractor submittal and procurement schedules, performing technical reviews of drawings.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
SELECTIVE PLACEMENT FACTOR: This position requires a Professional Engineer (PE). You MUST submit a copy of your current and valid PE license with your application. The expiration date on your license must be after the date you submit this application. Failure to meet this requirement will result in your application not receiving consideration for this position.
Position may be filled at either grade announced, GS-11 or GS-12 with full performance, promotion potential to the GS-12.
***Special Note for Military Members***
MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement [** unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C. 5305; or a state of national emergency exists].
MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. Applications will only be accepted from members of the Armed Forces that indicate they are immediately appoint-able within 120 days.
If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment.
If you have returned from OCONUS within the past 2 years or less, your time previously served in the OCONUS area will be credited to your 5-year overseas rotation upon accepting this assignment.
