Summary

The Operations Team is seeking a GS-14 Engineer to serve as a member in the Federal Highway Administration Office of Technical Services, Resource Center.  The position is Full Time Remote.  The Technology Engineer provides technical assistance, technology deployment services and develops and delivers training with an emphasis on the deployment of innovation to meet the safety and operational objectives of State and local stakeholders which support national, state and local goals.

Duties

As a Civil Engineer (Transportation), you will:

  • Provide a wide range of ITS related services for detailed and authoritative technical advice and assistance such as design or specification review and consultation to program guidance and policy application to FHWA Division office and Resource Center personnel.
  • Provide authoritative technical advice, assistance, and leadership to officials of State, local, and regional agencies over a multi-State geographical area and to high level officials of industry.
  • Review consultant work products, forms specific technical review teams, organizes and host conference, and facilitate formal and informal peer-to-peer consultations.
  • Plan, implement, and evaluate innovative and sophisticated methods within the Center’s scope in support of national initiatives.
  • Assist Division Offices to develop and improve transportation mobility through their representative strategic planning and development plans and activities.

The selected individual will provide technical assistance to advance the National Deployment Plan for Vehicle to Everything Technologies to reduce death and serious injuries on America’s Roadways.  The Technology Engineer will advance the application of Systems Engineering methods which apply Intelligent Transportation Systems (ITS) Standards within the larger framework of the National ITS Architecture.  The consideration and application of a broad technology portfolio, available to Owners and Operators of the Nation’s Transportation System, will also be an area of focus.   The Technology Engineer will champions technology transfer to assist the development and delivery of Federal-aid projects and programs consistent with applicable Federal laws, regulations, policies, and executive orders. Responsibilities involve close collaboration with leadership and program managers in headquarters, partners in FHWA Division Offices, State Department of Transportation stakeholders, local agencies and external stakeholders, industry, associations and leaders.

Qualifications

To meet the basic qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of your transcripts or other applicable documentation for verification, AND (3) meet the specialized experience requirements for each grade you are applying to. For the GS-14: you must have at least one year of specialized experience, equal or equivalent to the GS-13 grade level, which included:

  • Experience in planning, design, or construction of highway or transportation project features (such as roads and bridges) in accordance with engineering design and construction standards, principles, and methods; AND

  • Experience in consultation with others, developing alternatives and helping to resolve engineering issues or conflicts that arise with processes or outcomes; AND

  • Experience representing the organization with partners and stakeholders to provide advice, consultation, or project oversight.

Civil Engineering - Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems.

Transportation Engineering - Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis.

Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.



Education

A. Degree: Engineering To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

Combination of education and experience -- College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive).
