Summary

This position is assigned to the Nonappropriated Fund (NAF) Human Resources Branch (N941); Fleet and Family Readiness Support Services (FFRSS) (N94); Commander, Navy Installations Command (CNIC); Millington, TN. Incumbent serves as a Headquarters (HQ) Civilian Pay Technician.

Duties

Duties for this position include but are not limited to:

  • Validates and processes all payroll adjustments for corrections to employee pay.
  • Performs necessary maintenance to the Automated Data Processing (ADP)/Systems Applications Products (SAP) systems, downloading and processing necessary files to update the systems, and interfaces payroll data to SAP.
  • Works with SAPHR/Kronos staff to correct Kronos discrepancies.
  • Coordinates region data calls for payroll related information.
  • Creates custom payroll reports for HQ and Regions.
  • Provides training to field payroll personnel and assist visits to regions as requested.
  • Creates SOPs for the use in training or explanation on processes for auditors.
  • Analyzes processes for efficiency and streamlines them for increased productivity.
  • Collaborates with personnel outside of payroll to more clearly understand how to find solutions to issues and introduce new ideas.
  • Keeps up with changes in Federal and state payroll laws to determine if they apply to current processes or policies. Knowledge of frequently changing garnishment and labor laws.
  • File quarterly amendments with ADP when required.
  • Tracks and resolves issues utilizing ADP smart compliance system.
  • Creates ADP authorizations and ID problem solving.
  • Processes ADP W2 reporting and determine W2c needs.
  • Works with state and Federal agencies to determine correctness of penalties and fines relating to payroll issues and recommends accurate solutions
  • Provides support within the N941 organization which includes:
    • Performs clerical and technical work that results in the bi-weekly determination of pay for civilian employees.
    • Examines personnel actions, pay changes, and employee requests.
    • Makes changes to master records which serve as a basis for pay and leave computation and affects the disbursement of pay.
    • Responds to requests from and provides advice to CNIC personnel on rules, regulations, and procedures pertaining to pay.
    • Assists the Payroll Supervisor in developing and implementing efficiencies in the payroll process by reviewing all processes and modifying as needed to eliminate redundancy or unnecessary procedures.
    • Communicates with HQ and field payroll/accounting personnel, and Internal Revenue Service (IRS) and ADP personnel to address/resolve payroll related questions/issues.
    • Analyzes and suggests updates to Kronos timekeeping systems/reports to verify hours paid.

Qualifications

A qualified candidate possesses the following:

  • At least two years of specialized experience implementing accounting and financial policies, methods, and procedures as related to payroll transactions.
  • Knowledge of the basic principles of accounting and financial policies, methods, and procedures as related to payroll transactions.
  • Knowledge of import/export functions and ability to transport files from one system to another using available import/export functions.
  • Skill in preparing General Journal entries as related to payroll transactions.
  • Extensive skill and knowledge of SAP, Kronos timekeeping system, and SAP/ADP payroll systems.
  • Knowledge of all areas of payroll and the various techniques and procedures necessary to execute pay to employees supporting multiple pay scales utilized by regions.
  • Knowledge in the use of automated accounting systems.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to examine personnel actions/pay changes to determine accuracy and/or recognize issues which must be addressed/resolved.
  • Ability to perform general ledger reconciliations to assist in creation of transfers and necessary payroll liability account adjustments.
  • Ability to provide customers with advice and assistance related to work performed as needed.
  • Ability to communicate gross to net process and explain post tax vs pre-tax and how it relates to reportable taxable wages.
  • Ability to perform gross up calculations when necessary.
  • Ability to prepare clear, concise, and technically sound reports.
  • Ability to communicate effectively both orally and in writing.
  • Comprehensive knowledge of both private sector and public sector laws and regulations and how or if they apply to current processes and policies.
  • Expert knowledge of ADP smart tax compliance, issue resolution and tracking.
  • Knowledge of 1099 vs W2 reporting and taxation of both.
  • Knowledge of payment creation after death, reporting and tax requirements for beneficiaries.
  • Knowledge of 941 and 941x FEIN reports.
  • Knowledge of fiscal vs annual and quarterly cut offs and how they affect required reporting or adjustments.

There is no positive education requirement for this series.

Salary is dependent on experience and/or education. This position is located in Millington, TN. If selected relocation to the local commuting area (50 miles) is required.
