Summary

As a Client Planning Manager, you will be responsible for providing strategic advice, recommendations and solutions to and/or resolving complex issues for Public Buildings Service (PBS) clients. 

This position is located in the Public Buildings Service (PBS), Real Estate Division (RED), Customer Engagement and Planning Management Branch.

Duties

This position is located in the Public Buildings Service (PBS), Real Estate Division.  This division manages the acquisition of leased space – and the renovation of existing leased and federal space – to support customer agency real estate needs.  

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area: Chicago, IL; Springfield, IL; Indianapolis, IN; Milwaukee, WI; Detroit, MI; Battle Creek, MI; Grand Rapids, MI; Cincinnati, OH; Cleveland, OH; Columbus, OH; Minneapolis, MN; and St. Paul, MN. You will be expected to report to a specific GSA duty location at least one or more days a pay period depending upon the terms of the agency’s telework policy.

Duties include, but are not limited to:

  • Proactively develops relationships across client's National, Regional, and Field Organizations including operational and support units and with high-level management at the national level when appropriate.
  • Maintains current knowledge of client agency policy and programming documents and guidance, which influence workplace decisions.
  • Serves as a liaison between the client and General Services Administration (GSA’s) Regional Office to provide strategic advice and direction to agency and stakeholder representatives.
  • As a client advocate, promotes a client-focused approach designed to integrate client initiatives and perspectives into the Public Buildings Service (PBS) business model.
  • Explains General Services Administration (GSA’s) policies and procedures, proposed changes, and discusses potential impact to the client, developing mitigation customer service strategies in response to client concerns.
  • Leads and actively participates in the account management process.
  • Manages or reviews expiring client agency assignments to eliminate inadvertent lease and assignment extensions.
  • Collaborates and develops action plans for all space requirements at least 36 months prior to Occupancy Agreement expiration, or 60 months prior to prospectus-level projects.
  • Gathers and analyzes client information and data to identify client business trends and future outlook.
  • Collects and analyzes information on the client’s workplace needs in relation to upcoming occupancy expirations and continuing and changing operational needs.
  • Serves as the client’s initial point of contact for the identification phase of the project delivery process.
  • Serves as the primary contact to the customer by taking ownership of the customer accounts.
  • Manages client expectations and ensures that the client has a clear understanding of joint responsibilities.
  • Provides accurate, reliable and timely information in response to client questions regarding Planning issues.
  • Provides feedback to regional leadership regarding the overall effectiveness of Public Buildings Service (PBS) policy, procedures and operations related to client satisfaction and proposing recommendations to increase the effectiveness of regional marketing efforts.
  • Recommends efficiencies and provides input to other Public Buildings Service (PBS) employees to improve product delivery and customer experience.
  • Organizes and leads cross-divisional teams to address and resolve customer strategic and tactical issues.

The GS-13 salary range starts at $103,409 per year. Salary is determined by the location for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is independently performing high level strategic requirement planning management in relation to commercial office space needs. This includes:

  • utilizing portfolio and customer account plans in order to identify and manage client agency assignments and inadvertent lease extensions;
  • developing and managing internal and external stakeholder relationships to reach consensus on internal and external goals;
  • investigating and analyzing real estate portfolio information to manage client long-term space needs;
  • reviewing real estate market data for cost savings; and
  • developing an overall portfolio level plan of action.

How You Will Be Evaluated

  • Superior knowledge of PBS division/business lines, their interrelationships and existing governing laws, regulations, methodology and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program. Specific knowledge of the following program areas: real estate, portfolio, procurement, property management, leasing and design/construction.
  • Superior knowledge of customer agency missions, operations procedures, organizational structures, location, size, regulations, and program requirements necessary in determining where General Services Administration (GSA) services fit into the delivery of products/services. Ability to anticipate and effectively respond to customer business and service needs.
  • Superior analytical skills to apply a wide range of qualitative and/or quantitative methods for assessing and improving strategic customer relationships, and for interpreting and applying complex legislative, policy and regulatory decisions.
  • Exceptional oral communication skills for presenting sensitive recommendations to higher level individuals.
  • Knowledge of pricing policies and procedures and related management activities in the areas of utilization factors, budget control, contracting, space planning and programming, building design and construction for project planning purposes.
  • Overall technical knowledge of project planning, project management, prospectus development, realty practices, and asset management concepts, governing regulations, and program criteria to evaluate program activities and recommend changes to same based on the analysis and application of practices used within the industry, other agencies or other GSA offices.
  • Ability to utilize project planning and project management practices to make decisions or recommendations that significantly change important operational/public policies for the agency.
  • Skill in written communications to present sensitive recommendations to higher authorities, to obtain compliance with policies, to articulate positions/policies of vast complexity, and to represent the region on various task forces or projects.
